JOB SUMMARY:

The Bureau of Safety and Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

This position is located in the Office of Structural and Technical Support, Field Operations, Gulf of Mexico Region. This position is directly related to offshore platform design, fabrication, installation, inspection, repair, maintenance, removal, and site clearance as required by congressional laws, federal regulations, and lease stipulations.

 

The primary purpose of this position is to review engineering analysis on fixed offshore structures; to process on a regular basis complex, advanced, state-of-the-art structural permits for offshore platform installations, modifications, repairs and removals; to serve as lead/staff engineer over structural inspection of offshore platforms and onshore fabrication; to provide guidance on the maintenance of the platform database; to evaluate the effectiveness of inspection plans and maintenance plans for platforms on the Outer Continental Shelf; and to work with Operators to develop a mitigation action plan.

 

Jefferson, Louisiana, is a suburb of New Orleans, Louisiana. The region thrives with cultural activities, recognized internationally as a center for fine dining, music, literature and the arts as well as for professional sports including NFL football, NBA basketball, and Triple-A baseball.  There are six colleges and universities offering a variety of curriculums at the bachelor, master and doctorate levels: two medical schools, two law schools and a dental school. There is a mix of public, private and charter primary and secondary schools. New Orleans also boasts a world-class zoo and aquarium. The climate is characterized by mild winters, extended spring and fall seasons, and warm summers.  The weather is conducive to the outdoor recreational activities available in Sportsman's Paradise such as fishing, hunting, golf, and water sports.

 

This is a Permanent, Full Time position, located in Jefferson, LA.

 

Salary Range Information:

GS-05:  $35,657 - $43,883

GS-07:  $44,176 - $54,373

GS-09:  $54,028 - $66,493

 

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Major Duties:  (The duties described reflect the full performance level of this position- GS-12.)

The major duties of this position include, but are not limited to the following:

·         Serve as a civil engineer in work related to offshore platform permit requirements.

·         Assist in the processing of platform applications for installation, modification, inspection, repair, maintenance, and removal.

·         Prepare general correspondence to answer inquiries from lessees, operators, federal and state agencies and the general public.

·         Attend selected training seminars, meetings or other organized activities to broaden knowledge of the organization’s work.

If selected at the GS-05/07 or 09 level or below, you will perform the duties above under close supervision and will receive more detailed instructions for responsibility of duties.

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience (or education substitution where applicable) for the grade to which you are applying. 

 

(1) Basic Educational Requirements: You must meet the description in either A or B below to qualify for this position.

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
-OR-
B. Combination of education and experience
--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

 

(2) Specialized Experience Requirements: In addition to the basic education requirements you must also meet any one of the following to qualify for this position: (A) the specialized experience requirements for the grade level to which you are applying (B) a substitution of appropriate (as defined below) education for experience (where applicable) -or- (C) a substitution of an appropriate (as defined below) combination of experience and education (where applicable).

Specialized Experience

Applicants who meet the basic education requirements for this position (outlined above) are fully qualified for the GS-5 level.

GS-7

Specialized Experience

All qualified applicants for this position MUST possess one or more years of specialized experience (equivalent to the GS-5 level).  Specialized experience is defined as experience assisting with routine structural engineering assignments, such as reviewing the design, fabrication, installation, repair/modification and/or remove of an offshore platform to include assisting with the compilation, analysis, interpretation, maintenance and data input for computer programs and databases on engineering evaluation.

(B) A Substitution of Appropriate Education for Experience

You may substitute education for experience at the GS-7 level if you have achieved:

·          one year of graduate-level education. Or

·          ***Superior academic achievement (S.A.A.) Or

·          Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7.

-OR-

(C) *A Substitution of an Appropriate Combination of Experience and Education for Experience

Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

 

GS-9

Specialized Experience

All qualified applicants for this position MUST possess one or more years of specialized experience (equivalent to the GS-7 level).  Specialized experience is defined as experience:

·         Performing structural engineering inspections and analyses of offshore platforms on the Outer Continental Shelf to evaluate the effectiveness of the corrosion protection system employed, surveying the platform to detect deteriorating coating systems, excessive corrosion, bent, missing, or damaged parts and preparing reports and processing requests for applications concerning the design, fabrication, installation, repair, modification, and/or removal of an offshore platform; and

·         Observe onshore fabrication of offshore platform components and verifying the on-site Inspector duties are being properly performed.

-OR-

(B) A Substitution of Appropriate Education for Experience

You may substitute education for experience at the GS-9 level if you have achieved:

2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

(C) *A Substitution of an Appropriate Combination of Experience and Education For Experience

Only education in excess of the first year of progressively higher level graduate education toward a master’s degree or the equivalent graduate degree may be used toward this combination.

*To determine whether your combination of experience and education is “appropriate”:

First determine your total qualifying education as a percentage of the education required for this grade level; then determine your experience as a percentage of the experience required for this grade level; finally, add the two percentages.  The total percentage must equal 100 percent to qualify. 

***S.A.A. is based on (1) class standing, (2) grade-point average, -or- (3) honor society membership.

1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of:

·         3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or

·         3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor society. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Additional Experience and Training Provisions for Graduates of Professional Engineering Curricula:

1.     Superior academic achievement at the baccalaureate level in a professional engineering curriculum is qualifying for GS-7.

2.     Individuals can be converted noncompetitively to a GS-7 position if they complete all the requirements of a Federal baccalaureate level student-trainee program, including 1040 hours of work experience, 320 hours of which was at the GS-5 level.

3.     A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9.

4.     Applicants with an engineering degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months.

5.     Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9.

Physical Requirements for some Engineering Positions:

Frequent walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities; helicopter travel required. As defined by the BSEE Medical Standards Program, you will be required to pass a pre-employment medical examination as a condition of employment.

Communication Skills (Oral and Written)

  • Able to effectively communicate orally and in writing in order to advise on and resolve structural problems, and issues with engineering specifications or analyses which cross-over several program areas.
  • Plan and coordinate structural inspections by BSEE Inspectors.
