NOTE: This is a TERM appointment (not-to-exceed 2 Years). A term appointment is a non-permanent appointment expected to last longer than one year, and can be extended non-competitively for a maximum of four years. Typically, the employing agency hires the term appointee for work of a specific project.  Term appointments are non-status, and nonpermanent appointments. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.

The position of Program Support Assistant is located with Mental Illness, Research, Education and Clinical Center (MIRECC) within VA Palo Alto Health Care System, Palo Alto CA.  In this position you report to the Administrative Office (AO) of the MIRECC and works directly with the AO to help with the preparation of MIRECC Cognitive Behavior Therapy Training Program related materials (i.e., training materials, evaluation forms and registration forms). You may be required to help with the collection and analysis of basic Cognitive Behavior Therapy Training Program related data and will be expected to assist with other task associated with this project as needed. Duties to include but not limited to: 

  • Maintains records on training program correspondence and action documents, and follows up on work in process to ensure timely reply or action.
  • Monitors incoming correspondence and action documents and is able to assign priority.
  • Produces basic data analysis, reports, tables and relevant graphics; summarizes and assembles information from files and documents for the use of supervisor or designee.
  • Able to effectively receive and triage telephone calls, clients and visitors.
  • Coordinates trainee and faculty travel and reimbursement.
  • Produces bulk mailing labels.
  • Maintains program files, lists of equipment and program supply needs.
  • Creates completion certificates for program graduates.
  • Types and prepares correspondence and reports involving both specialized and technical terminology; reads outgoing correspondence for procedural and grammatical accuracy; ensures conformance with general policy and factual correctness, reporting mistakes to the writer.

Work Schedule: Monday - Friday 8:00am - 4:30pm

Possess one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of Program Support Assistant successfully that is equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience is experience working in a Research setting performing basic data analysis to include preparing reports, tables, and relevant graphics; grant administration; preparing documents and materials for training purposes; maintaining program files; and creating and editing written correspondence.

OR

Possess successfully completed four (4) years of education above the high school level.  This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (Transcript Required)

OR

Possess equivalent combinations of successfully completed post-high school education and specialized experience to meet the total requirements for this Program Support Assistant position. (Transcript Required)  

A full year of work is considered to be 35-40 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities.  Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level.  Then determine the amount of education you have as a percentage of the education required for the grade level.  Only education in excess of the amount required for the next lower grade level is qualifying.  Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. 

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position: (Narrative Responses Not Required)

  • Ability to work independently, and organize the priority of workload.
  • Ability to develop and manage a database.
  • Ability to communicate effectively and courteously, both in orally and in writing.
  • Skill in using computer software and hardware to perform office automation processes and database management.
  • Knowledge of acceptable grammar, spelling and punctuation.

PHYSICAL REQUIREMENTS:

Good health and stamina needed to complete administrative tasks associated with completion of relevant documents; need for high level of vigilance and concentration over several hours. All work will be performed in an office environment.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
