As a Program Analyst, the incumbent conducts major, and/or long-term Center/Office analytical studies, and/or implements major planning, evaluation or monitoring processes, develops long/short range/programmatic/operational plans and budgets, and conducts scheduled surveys, program studies and special studies in any or all organizations.  These studies involve critical, sensitive, and controversial issues that affect the way the Agency carries out statutory responsibilities and regulated industry. 

 

The Analyst is required to be fully knowledgeable of FDA and Center/Office-wide missions, functions, organizations, methods, and procedures.  Plans and conducts comprehensive analytical surveys and special studies acting as team leader when other analysts are involved such as detailed statistical analysis and interpretive reports; creating effectiveness reports from existing CDRH data, etc.  Confers and presents findings to operating official and supervisors. Maintains information on new programs, regulations, policy statements, and acting legislation.  Prepares responses to Congressional inquiries, senior management requests as well as staff member communications.

 

Devises analytical approaches for establishing objectives of such studies, formulates methodology, and evaluates alternative courses of action.  Prepares comprehensive reports of findings and recommendations considering factors or accomplishments versus goals, adequacy of new programs, and cost incurred in the conduct of the program. 

 

Conducts data gathering techniques such as quantitative analysis, surveys, interviews, and research to justify proposals through systematic and deductive reasoning.  Utilizes techniques to develop strategies and policies to address new and emerging problems, working closely with senior management, sharing ideas, and reach course of action.  Prepares and coordinates Center/Office responses to sensitive requests from the Congress, OMB, GAO, the Inspector General, and /or DHHS.

For the GS-13 grade level, applicants must have 52 weeks in a non-temporary appointment at the GS-12 grade level.  For the GS-13 grade level, applicants must have one year of specialized experience equivalent to the next lower grade level, in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled that includes conducting major or long/term studies of mission programs and operations.  These studies may have included providing analytical and data gather services for developing/conducting surveys involving preparing statistical analysis reports; planning, developing reporting and tracking systems; preparing responses to Congress, staff members; delivery of oral presentations, etc.
