This position is located in the Office of the Associate General Counsel (General), a component part of the NASA Office of the General Counsel. This office is responsible for providing legal advice to and performing legal services for all organizational elements of NASA Headquarters regarding NASA's authorization bill, NASA's legislative program, Executive orders, personnel issues, the ethics program, the EEO program, labor relations, environmental issues, information disclosure, tort claims, safety and security, fiscal issues, civil rights, acquisition and disposal of real and personal property, non-appropriated fund activities, alien residence waivers, garnishments, and other general administrative law matters. The incumbent also represents NASA in administrative proceedings before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Federal Labor Relations Authority as well as in judicial proceedings in Federal courts.

Serve as a legal advisor in providing guidance on general law matters concerning complex and difficult legal questions or factual issues. Provide authoritative advice on all policy and legal issues confronting the agency and the Office of the Administrator. Serve as a consultant to headquarters and agency-wide programs in areas of employment law, labor law, ethics, Freedom of Information Act, and other agency program areas. Advises and resolves conflicts of interest problems and reviews financial interest statements to ensure compliance with federal laws and regulations. Represent the Agency in administrative proceedings before the MSPB, EEOC, FLRA, as well as in judicial proceedings in Federal court. Participates in interagency committees, working groups, and task forces dealing with legal issues.

For Federal positions above the GS-12 level, applicants must have professional legal experience in excess of two years as is commensurate with the duties and responsibilities of the position being filled.

Professional legal experience includes providing expert advice on all legal and factual matters concerning general law issues to include; employment law, ethics, personnel matters, employees adverse actions and grievances, the HATCH act, the intergovernmental Personnel Act, labor relations, incentives, reduction-in-force and employee benefits; providing advice on policy determinations as it relates to the planning and discussion of litigation cases; compiles investigative materials; conducts research and prepares legal memoranda and initiates other actions as necessary; and negotiates, drafts and reviews interagency and cooperative agreements to assure the interest of the agency are met. Experience in litigation before the MSPB, the EEOC, and FLRA is desired.

EDUCATION/BAR MEMBERSHIP REQUIRED: Applicants for attorney positions must possess a professional law degree (LL.B. or J.D.) from an ABA-accredited school and have admission to the Bar.

Bar Membership: An applicant must be a member in good standing (as defined by the pertinent Bar) of a State, Territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico and be admitted to practice before a state or federal court.

U.S. citizenship is required.
