JOB SUMMARY:

The BLM manages more land – approximately 253 million acres - than any other Federal agency.  This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska.  The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout  the nation.  The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

BLM is seeking a dynamic and energetic individual to join the Montrose Interagency Fire Management Unit in Montrose, Colorado to serve as a first line supervisor on an engine crew. This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Performs wildland fire fighting work and supervises crews performing such work.  The work performed is related to wildland fire suppression and control activities including suppression, preparedness, prevention, monitoring, hazardous fuels reduction and prescribed burning.  Provides technical and administrative supervision to handcrews, prescribed fire crews, wildland fire engine crews and helitack crews.

TO QUALIFY FOR THE GS-06 GRADE LEVEL, you must satisfy one of the requirements described below: 1) SPECIALIZED EXPERIENCE: You must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-05). Example: senior crew member fighting wildland fires -OR- 2) EDUCATION SUBSTITUTION: One-half year of graduate level education with courses directly related to wildland fire fighting. -OR- 3)COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one-half year of graduate study leading to a Master's Degree. The total of the two percentages must equal at least 100 percent.

TO QUALIFY FOR THE GS-07 GRADE LEVEL, you must satisfy one of the requirements described below: 1)SPECIALIZED EXPERIENCE: You must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-06). Example: prior wildland firefighting experience and the coordination and allocation of resources for fire suppression in a dispatch center OR prior wildland firefighting experience and the coordination and allocation of resources for fire suppression on the fire line. -OR- 2)EDUCATION SUBSTITUTION: One year of graduate level education with courses directly related to wildland fire fighting. -OR- 3)COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study leading to a Master's Degree. The total of the two percentages must equal at least 100 percent.

Graduate Level Education must be directly related to wildland fire fighting duties, such as courses in the following fields: forestry, range management or conservation, wildlife management, natural resources, wildland fire science.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence you possess the following selective factor(s), you will be rated not qualified:

1. Must possess a valid state driver's license.

2. Must have prior on-the-line wildland firefighting experience -AND- National Wildfire Coordinating Group (NWCG) Incident Management Qualifications: 

           (a) Single Resource Boss - Engine (ENGB)

           (b) Incident Commander Type 4 (ICT4).

Holding a Commercial Driver's License is preferred, though not required.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Eligible Federal employees in the competitive service are also subject to the time-in-grade requirement.

HOW YOU WILL BE EVALUATED:

In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. 1. Knowledge of supervisory policies, procedures and methods in order to manage a diverse workforce.

2. Ability to communicate verbally and in writing to effectively interact with people at all levels.

3. Skill in coordinating training sessions and presenting wildland fire suppression and prescribed training material.

4. Knowledge of strategies, tactics, suppression methods, and procedures used in containment and control of wildfires and wildland fires.

5. Ability to operate fire engine hydraulic systems and foam and chemical application systems.

This is a seasonal appointment.  You will be in pay status for at least 6 months, but less than 12 months a year.  When work or funds are not avaialble, you will be placed in non-pay status.

This position requires regular and recurring overtime and shift work.

This is a primary fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The date immediately proceeding an individual's 37th birthday is the maximum age at which an applicant can be initially hired into a primary firefighter position. The maximum entry-age requirement is waived for veterans preference eligible applicants.

THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment.
