This position is located in the Benefits Administration and Payment Department (BAPD), Deputy Director of Operations (DDO).

As the Change Management Project Manager you will,

Serve as the Change Management Project Manager responsible for a full range of activities associated with BAPD’s strategic review and change management initiatives.

Develop and implement definitive business strategies and approaches to include adaptation of techniques, methodologies, and approaches for successfully achieving management objectives.

Coordinate and monitor the collection of critical strategic review data and analyses to ensure valid and reliable information for reporting.

In order to qualify for the Change Management Project Manager, applicants must meet the specialized experience qualification requirements.

Specialized Experience Requirements: Applicants must possess at least one year of specialized experience at or equivalent to the GS-14 grade level in the Federal service that demonstrates experience leading operational change efforts to improve business operations to full implementation; and experience using project management principles to lead multi-disciplinary projects. Examples may include: Providing strategic direction that involves managing quality reviews, quality assurance and business analytics, including establishing performance measures in an operations environment; developing performance metrics to support the five dimensions of quality (productivity, accuracy, cost, timeliness and service) related to the success of the benefit determination operations.

HOW YOU WILL BE EVALUATED:

Category Rating is being used for this position.  You will respond to a series of questions designed to assess your possession of the Knowledge, Skills, and Abilities (KSAs) below.  Be sure that your resume contains accurate and sufficient information that clearly supports your responses to all of the questions.  Your responses to the questions must be substantiated by your resume and/or supporting documentation. The KSAs for the position are:

1) Skill in developing reporting mechanisms to ensure all aspects of the strategic review implementation are meeting deadlines. 

2)  Skill in applying analytical and evaluative methods and techniques (both qualitative and quantitative) to address issues concerning efficiency and effectiveness of organizational programs.

3)  Ability to lead and manage all aspects involved in the transition and implementation of an operations change effort. 

You will be placed in one of the following categories based on your vacancy question responses- 1) Gold;  2) Silver; 3) Bronze.

The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
