NOTE:  The full performance level of this vacancy is GS-13.  The actual grade at which an applicant may be selected for this vacancy ranges from GS-11 to GS-13.  The Professional Standards Board (a peer-review group) will review the selected candidate’s education and experience and recommend the grade and step at which the candidate will be placed.  The salary is based on the grade and step approved for the selected candidate.


The Psychologist is assigned to the VA Vet Center in Binghamton, NY. The goal of this position is to enhance outreach programs to Veterans who are transitioning to the civilian sector, who may have issues affecting vocational/social adjustment, and to those who are experiencing delayed or chronic PTSD. The Psychologist functions include, but are not limited to:

·      Provides professional clinical service to eligible Veterans and their family members.

·      Provides professional crisis intervention, outreach and community education services.

·      Establish and maintain therapeutic relationships and exercises professional judgment in the treatment of Vet Center clients.

·      Provides psychological service to clients presenting with complex clinical problems such as PTSD.

·      Consult with team members and other mental health professionals, attends team meetings.

·      Provides individual, group and family psychotherapy.

·      Conduct risk assessments of clients in crisis.

·      Serve as a consultant and trainer.

·      Maintains case records in accordance with established standards.

·      Conduct outreach activities.

·      Make appropriate referrals to government and community resources.

·      Performs other related duties as assigned. 


Work Schedule: Monday – Friday 8:00am - 4:30 pm.

Occasional off-tours or weekend hours may be necessary to meet patient care needs.

1.   Citizenship.  Must be a citizen of the United States. 

2.   Education

a.   Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA).  The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. A degree in the Health Psychology/Behavioral Medicine is preferred.


b.   Have successfully completed a professional psychology internship training program that has been accredited by APA.  Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement. 


GS-11:  Experience.  None beyond the basic requirements.


GS-12:  Experience.  In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. 



a)   Licensure.  Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

b)   Experience.  In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level.
