Location: This position is within the Office of Acquisition & Logistics in Hines, IL

The incumbent of this position serves as the contract negotiator and administrator for contracts with a national scope for a vast range of products and services. Major duties include:

  • Making recommendations relative to price adjustments, deviations from contract terms and conditions, delivery schedules, etc.;

  • Conducting negotiations for supplemental agreements, adjustments or settlements, and making recommendations to senior level contract specialists.

  • Administering contracts, including price/cost analysis, cancelling and terminating contracts, verifying licenses, etc.

  • Serving as a contact point to establish specialized contracts and agreements.

To be eligible for this position, you must meet one of the Basic Qualification Requirements, and one of the Additional Qualification Requirements for the grade(s) to which you are applying

Basic Qualification Requirements (all grade levels):

A. Completed a 4-year course of study leading to a bachelor's degree with a major in any field. NOTE: You must submit copies of college transcripts. OR

B. Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit copies of college transcripts.

Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Additional Qualification Requirements for GS-05:

A. Completed a 4-year course of study leading to a bachelor's degree with a major in any field. NOTE: You must submit copies of college transcripts. OR

Additional Qualification Requirements for GS-07:

A. Superior Academic Achievement (SAA) based on one of the following (note: your college education must be in a field related to this position): (1) class standing (upper third standing in graduating class); (2) grade-point average (2.95 overall or over the last two years of bachelor's degree -or- 3.45 in your major field or over the last two years in your major); or (3) election to membership in a national scholastic honor society. NOTE: You must submit copies of college transcripts. OR

B. One full year (18 hours) of graduate level study in one of the following fields of study: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. NOTE: You must submit copies of college transcripts. OR

C. At least one year of specialized experience equivalent to the GS-5 level in the Federal Service that equipped the applicant with the necessary knowledge, skills and abilities to perform successfully the duties of the position. Examples of such specialized experience include: making recommendations relative to price adjustments, deviations from contract terms and conditions, delivery schedules, etc.; conducting negotiations for supplemental agreements, adjustments or settlements; administering contracts, including price/cost analysis, cancelling and terminating contracts, verifying licenses, etc.; and serving as a contact point to establish specialized contracts and agreements. OR

D. A combination of graduate education and specialized experience that is qualifying for this position. Note: To determine if you qualify by combining experience and education, compute your total qualifying experience as a percentage of the total experience required; then determine your education as a percentage of the total education required. Add the two percentages. The total percentages must equal at least 100% to qualify. NOTE: You must submit copies of college transcripts.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.


Education:

REQUIREMENTS:

·         Background Investigation: You may need to successfully complete a background investigation before appointed into the position.

 

·         Probationary Period: You may be required to serve a one year probationary period.

  

·         Time in Grade (TIG): Current VA employees must have a minimum of 52 weeks at the next lower grade GS-grade level to be eligible under Merit Promotion. 

 

·         Relocation Expenses: Relocation expenses are not authorized for this position.

·         Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.  Selection at a lower grade level does not guarantee promotion to the full performance level.
