JOB SUMMARY:

This position is located within the Office of the Senior Associate Administrator for Traffic Injury Control and the Office of the Associate Administrator for Regional Operations and Program Delivery. You will serve as a financial program specialist in the Office of the Associate Administrator for Regional Operations and Program Delivery (ROPD). You will support accounting, financial and analytical duties related to regional operations and grant oversight. You will assist ROPD staff in responding to the financial aspects of ongoing audits by OIG/GAO. You will contribute to improving monitoring procedures for state programs and in responding to emerging financial oversight issues in the field.

The ideal candidate is a recognized authority in the areas of accounting and grants administration.  This individual manages the Grants Tracking System (GTS) and help desk; facilitates communication and coordination between headquarters and Regional Office staff in financial matters; is the Agency lead on the Federal Transparency Act; and provides day-to-day coordination of the contract, travel and administrative budgets.

The Financial Specialist:

  • Completes analyses of grant awards, liquidation, fund recoveries and other review/audit actions.
  • Develops spreadsheets and tracking tools to oversee grant funds in accordance with governing directives.
  • May assist in grant award determinations and calculations stemming from formula grant application procedures.
  • Works closely with other NHTSA offices on mission critical activities such as grant apportionments, obligation limitations, grant awards, corrections and refunds.
  • Creates spreadsheets and other tools to record and analyze financial data in accordance with Federal statutes, regulations and policy/procedures. Creates and prepares financial data in accordance with generally accepted accounting principles.
  • Acts as COTR on one or more contracts, grants, or cooperative agreements in accordance with policies and rules governing this position.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify on Education, you must have: To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
GRADE 11 Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
  • Experience in utilizing financial information systems to prepare financial reports.
  • Experience using software, such as, MSWord, Excel, Access and Power Point.
  You can also qualify based on a combination of education and experience
GRADE 12 There is no education substitute
  • Experience analyzing, managing, monitoring and tracking funds in automated financial information systems and experience utilizing the system to prepare financial reports.
  • Experience using software, such as, MSWord, Excel, Access and Power Point.
  • Experience with acquisitions management and knowledge of laws, standards, regulations, policies and procedures and the legislative process
