Organizational Location: This position is located within the Department of Homeland Security, U.S. Citizenship and Immigration Services, Immigrant Investor Program Office, in Washington, DC.

Duties

U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security comprised of 15,000 Federal employees and contractors working in approximately 250 Headquarters and field offices around the world.   We are responsible for the administration of immigration and naturalization adjudication functions and establishing immigration services policies and priorities.

 

Our functions include:

 

·          Adjudication of immigrant visa petitions

·          Adjudication of naturalization petitions

·          Adjudication of asylum and refugee applications

·          Adjudication performed at Service Centers

 

As Chief, Immigrant Investor Program Office, U.S. Citizenship and Immigration Service (USCIS), you will serve as the national authority on the Immigrant Investor Program, also known as "EB-5," created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors. You will be responsible for the adjudication of all applications and petitions seeking benefits under the EB-5 Immigrant Investor Program, and will serve as the final arbiter of these cases.

You will provide technical expertise and support for all Immigrant Investor Program Office matters, including the development and implementation of all policies, procedures and initiatives. You will be responsible for ensuring consistent and efficient administration of the EB-5 Immigrant Investor Program, in accordance with applicable statutes, regulations, and USCIS policy guidelines. You will be instrumental in maintaining the quality and integrity of the EB-5 Immigrant Investor Program.

You will be responsible for identifying, elevating and resolving issues that may have significant regional or national impact. You will represent USCIS on all EB-5 Immigrant and Investor Program related-matters within DHS and throughout the Federal government. You will also be responsible for effectively liaising with State and local government agencies, community-based organizations, media representatives, and the general public.

You will oversee functions related to the operations of the EB-5 Immigrant Investor Program including fraud detection and national security, records operations, customer service, and administrative support systems and activities. You will contribute to the development of policy based on perspectives for all immigration and nationality benefits, as well as national goals and priorities for the EB-5 Immigrant Investor Program.
