ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS:
AREA ONE:
  All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA TWO: All drill status/M-day personnel in the Alabama Army National Guard.
AREA THREE: All U.S. Citizens or individuals eligible for membership in the Alabama Army National Guard.

1. Serves with the JFHQ Sexual Assault Response Coordinator (SARC) as the designated specialist of victim support services who coordinates and oversees local implementation and execution of the Sexual Assault Prevention and Response (SARP) and Sexual Harassment Assault Response & Prevention (SHARP) Programs. Ensures overall local mangement of sexual assault awareness, prevention, training, and victim advocacy (VA). Provides collateral duty victim advocate support by providing, along with the JFHQ SARC, advice, guidance or victim services question clarification. Incumbent is required to maintain a network of victim advocacy services contacts to ensure 24/7 availability.
2. Works with the JFHQ SARC to support state National Guard (NG) units in the completion of required training and may conduct training as needed. Training may include: State and unit Victim Advocates, ARNG SARC/SHARPs at brigade and battalion, SRAC/Vas at Wing and Squadron, Sexual Assualt Review Board (SARB) members, first responders and prevention and awareness information. Conducts educational and training workshops/seminars about the prevention of sexual harassment in coordination with Equal Opportunity Advisors (EOAs) and State Equal Employment Managers (SEEM).
3. Ensures victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures, and that victims understand the processes involved and that Personal Identifying Information (PII) data will be collected, reported, and maintained only for unrestricted report cases. Accompanies victims and provides support in securing medical treatment for injuries; safe shelter; protective orders; court hearings, support before, during and after trials; appointments; educational series; transportation, financial services, and follow-up assistance.
4. Serves on the Sexual Assault Review Board (SARB) or Case Management Board. May serve on community boards and committees representing the SARP and SHARP Program. Addresses victim services as they relate to sexual assault. 10%
5. Serves as the point of contact in coordinating victim care from initial report to resolution of victim’s health and well-being, providing comprehensive assistance and liaison to and for victims of sexual assault and referrals to civilian agencies for those victims of spouse abuse; serves to educate personnel within the state’s ARNG and ANG units regarding the most effective responses to sexual assault on behalf of victims and at-risk individuals. Works with the state leadership, Unit Commander’s and first responses groups to improve systemic barriers to victims’ services and offender accountability.

GENERAL EXPERIENCE:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration.  Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
FACTOR: KNOWLEDGE REQUIRED BY THE POSITION FL 1-6 950 PTS
--Knowledge of social services work, counseling services, psychosocial principles and theories, and group dynamics of family and individual systems through earning a baccalaureate degree in counseling, education, psychology or related behavioral sciences. Competency in recruiting, training and monitoring volunteers. Competency in crisis intervention skills, safety planning and procedures, and civilian and military orders of protection.
--Working knowledge of sexual assault and family violence dynamics, local community resources and relevant federal and state laws. Understanding of the military and DOD SAPR or Army SHARP program is strongly preferred.
--Able to develop and facilitate effective prevention and education trainings that are interactive in nature and scenario based. Topics to include sexual harassment and sexual assault.
--Possess computer skills to enter data in required management reports and utilize information systems to prepare required reports and information.
--Knowledge of laws pertaining to family relationships and protection of children and adults. Not required to have formal training in aspects to law, but must be capable of working and interacting with CID, OSI, SF, PMO, an SJA. Knowledge of military organizations, missions, lifestyles, and situations which can contribute to individual and family stress, problems and crisis situations.
--Demonstrated ability to interact with diverse individuals during crisis situations, including persons in the medical, legal, and social service communities.
--Ability to express oneself orally and in writing in a professional manner, to deal with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively.
--Familiarity with the dynamics of substance abuse, particularly with regard to co-occurrence with sexual assault, and recognizing symptoms and understanding the impact upon individual and family.


Substitution of Education for Specialized Experience: The successful completion of a full 4 year course in an accredited college or university leading to a bachelor’s degree is qualifying at the GS-05 level.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE.

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status.
Compatible Military Assignment: EMOS: 42A, 68G, 68W, 68X, 68Z Applicants do not have to possess this MOS/AOC to be certified as qualified.
