JOB SUMMARY:

Support Warfighters and their families with well- being services, infrastructure, environmental and fiscal stewardship, and other installation services to enhance war fighter’s ability to accomplish their mission and provide a quality living and working environment.

Serves as a CYS Functional Technology Specialist with responsibility for integrating technology into all aspects of CYS operations including Child Development Centers (CDC), Family Child Care (FCC) System, School Age Services (SAS) Programs, Youth Services (YS) Programs and Child and Youth Liaison, Education and Outreach Services (CLEOS) including Youth Education Support Services (YESS) and Outreach Services (OS). Works closely with installation ISO and DOIM to develop and implement technology procedures and actions to support CYS programming for children and youth and CYS administrative operations.

Applies professional knowledge to oversee and support implementation of the Child and Youth Management Information System (CYMS) to include collecting, accurate accounting and reporting of funds; and to collecting and maintaining up-to-date statistical data for planning and reporting purposes IAW higher headquarters and statutory requirement(s) as required.

Ensures operations of CYS Technology Labs are in accordance with all applicable regulations and standards. Works in conjunction with CYS staff to use labs as a primary component of Army Youth Sponsorship Program and to facilitate communication between children/youth and deployed parents. Ensures CYS video surveillance systems are installed, used and maintained per Army guidance.

Designs and implements a comprehensive Educational Technology Program for School-age children, Middle School youth and Teens attending CYS programs. Integrates technology into the following Service Areas: Sports, Fitness and Health Options; Arts, Recreation and Leisure Activities; Life Skills, Citizenship, and Leadership Opportunities; and Academic Support, Mentoring, and Intervention. Incorporates specified baseline programming to include Boys and Girls Clubs of America (B&GCA) Project Learn, which links homework assistance with technology labs and 4-H multi- media curriculum materials. Ensures technology activities promote positive growth and development of children/youth.

Works closely with CYS staff members to ensure technology lab system, software, and environment support child/youth program objectives. Provides technical support to CYS staff managing technology lab program activities and instructional programs. Provides input in the selection and performance rating of CYS staff members who supervise children/youth using CYS Technology Labs.

Coordinates with CYS Training and Curriculum Specialists and CYS Training and Programming Specialists to train CYS employees and Family Child Care Providers on basic computer skills (to include basic word processing, spreadsheets, and briefing slides) and the operation of CYMS. Works with CYS staff to implement and sustain installation input to Army Family Child Care.Com initiative. Ensures risk management procedures related to Internet safety are in place and participates in CYS risk assessments related to technology. These measures include ensuring the unwanted or inappropriate use/misuse of government equipment, prohibiting the unauthorized installation of software, use of hacking tools or disabling protection devices.

Works in cooperation with installation ISO/DOIM to ensure CYS automation systems meet IA compliance. Assists local ISO/DOIM with the integration into the installation plan and provides data on needed CYS hardware, printers, scanners, servers and software. Serves as CYS liaison to ISO/DOIM to ensure CYS automation materials and equipment are maintained in working order and have the capacity to handle sophisticated software applications needed to participate in eCYBERMISSION and B&GCA competitions and initiatives.

Serves as a member of the Installation Child and Youth Evaluation Team and assists and supports management staff in ensuring compliance with appropriate standards. Aids in generating data and statistical reports for use by installation and higher headquarters. Works cooperatively with other CYS management staff to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Planning Team to develop written strategies for program improvement.

Candidate must possess:

1. Knowledge of child and youth programs, education/recreation programs for youth, or a combination of knowledge in all fields related to child/youth development or related field.
2. Knowledge/demonstrated skill in working with Microsoft Windows and Windows applications; Intranet/Internet database applications; email administration, web page design/development, and server administration; setting up network printers and other peripherals.
3. Ability to trouble shoot hardware, printers, LAN equipment, scanner, server, and software and swap/replace/upgrade equipment.
4. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and propose solutions.


Substantial college coursework or professional certificates from trade school(s) or demonstrated competence in computer science, information technology or related field. Successful completion of a 4-year college or university with coursework in computer science, information technology or a closely related field highly desirable.

Conditions of employment:

 

1. A one-year probationary period may be required upon selection.
