This position is located in the Office of the Chief Financial Officer, Office of the Controller, Insurance Servicing and Administration Accounting Department. The Insurance Servicing and Administration Accounting Department is responsible for the financial records and the various accounting, servicing and data functions of the insurance program. Duties include, but are not limited to:

  • Acting as primary liaison for brokers and insured parties regarding commissions, premium payments and transaction reporting;
  • Researching and resolving discrepancies for commission and premium payments, advance deposits, accounts receivable and advises underwriters of discrepancies;
  • Processing cash receipts, disbursements, inter-program transfers, unallocated and unidentified funds;
  • Analyzing insurance shipments and premium collections;
  • Monitoring automated accounting systems for inaccurate and inefficient processes and recommending changes to management; and
  • Performing other duties as assigned.

Basic Requirement:

1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

2. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE

GS-9: To qualify for the GS-09 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-07. Specialized experience includes assisting in researching, analyzing and interpreting  accounting data; drafting a variety of accounting reports; assist in providing accounting and financial management advice; reconciling accounting reports; interpreting financial laws, policies, and regulations; and using automated accounting systems.

OR

You may also qualify if you possess a master's degree, or two full years of progressively higher level graduate education leading to such a degree, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work.

OR

You may qualify with a combination of specialized experience, as described above, and related graduate level education beyond the first year of graduate level study. This will be calculated using your resume and unofficial transcripts or a list of course/course hours submitted with your application.

GS-11: To qualify for the GS-11 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-09. Specialized experience includes researching, analyzing and interpreting accounting data; preparing a variety of accounting reports; providing accounting and financial management advice and assistance; reconciling accounting reports; interpreting financial laws, policies, and regulations; and using automated accounting systems.

OR

If you are substituting education for experience to qualify at this level, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

You may qualify with a combination of specialized experience, as described above, and related graduate level education beyond the first two years of graduate level study. This will be calculated using your resume and unofficial transcripts or a list of course/course hours submitted with your application.

Time-in-grade requirements must be met.
