This position is ideal for a individual with secretarial/office manager experience looking for a position responsible for a wide variety of secretarial and administrative duties. EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

KEY REQUIREMENTS

Typical work assignments include:

  • Advising the supervisor of important office issues arising during the supervisor's absence, and bringing significant items in reports, files, and correspondence to the supervisor's attention;

  • Acting as liaison to other staff within the organization and providing accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions;

  • Reviewing correspondence and documents prepared for signature of or requiring coordination by the Director for conformance with regulations, grammar, format, and established Agency policies;

  • Making all necessary arrangements for travel, preparing itineraries, making transportation and hotel reservations, notifying organizations and officials to be visited, and preparing travel vouchers;

  • Providing advice and guidance to supervisors, managers, employees, timekeepers and Union officials on time and attendance matters.

You qualify for this position at the GS-08 level if you possess the following: One full year of specialized experience. Specialized experience is described as experience in a position with primary responsibility for a wide variety of secretarial and administrative duties that is equivalent in difficulty and complexity to the GS-07 grade level or pay band in the federal service. 

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Top Secret clearance level as a condition of placement into this position. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

HOW YOU WILL BE EVALUATED:

1. Ability to coordinate administrative operations of an organization in completing varied work assignments.

2.  Knowledge of grammar, spelling, punctuation, and standard government formats.

3. Knowledge of Federal travel regulations and procedures.

4. Ability to use various computer software programs.

5. Knowledge of automated time and attendance policies and procedures.

Under Merit Promotion, you will be given the minimum earned rating of 70 points and a maximum of 30 points may be awarded based on your responses to the questionnaire.
