This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Denver located Office located in Denver, CO.

 

The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections, and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States.  ORA also develops FDA-wide policy on compliance and enforcement.

The incumbent will interact with counterpart State and local officials to help promote cohesive and uniform policies and activities in food and drug related matters and will serve as a liaison for information transfer between FDA and state, territorial, tribal, and local agencies.  Develop, institute and coordinate all aspects of the District/State program including but not limited to: planning, coordinating, training, monitoring and auditing.  Analyzes and evaluates the effectiveness of FDA District State program operations in meeting goals and objectives.  Reviews state inspection reports for adequacy, prepares endorsements summaries of those reports and facilitates input into the IT system as needed.

 

Identifies, and ensures state and local officials are advised of, training opportunities.  Designs instructional curricula and/or materials to address gaps and shortcomings.  Ensures that the state training requirements have been met, and that the FDA auditors have also met the training requirements.  Serves as the district's coordinator for providing training to new state employees on the eSAF system and provide ongoing training to current state employees on the eSAF system. Represents the District Office at State invited training, seminars and other State sponsored functions.

Basic Requirements:

  1. Degree: that included at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours can include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

    OR

  2. Combination of education and experience -- courses consisting of at least 30 semester hours in the fields of study described in A above, plus appropriate experience or additional education.

Additional requirements:

 

GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service, gathering and performing standard analyses of scientific data; ensuring the accuracy and reliability of scientific date included in reports, applications, and/or other scientific documents; preparing reports on scientific/technical study findings and/or delivering presentations to various audiences on scientific or technical data.

 

GS-13:  Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service, analyzing and reviewing scientific data; evaluating scientific and technical data for efficacy and safety; recommending methods for performing data analysis or testing of scientific and technical products or designs; preparing reports on performance acceptably and/or scientific deficiencies and/or delivering presentations to various audiences on scientific or technical data.

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Conditions of Employment:

 

1.
