This position is located in a Battalion (Bn) or Squadron (Sqdrn) size headquarters of the ARNG.  The purpose of the position is to develop training and safety plans and procedures for the command.  Provides staff planning and assistance to insure that required training, safety and readiness objectives are achieved and mobilization planning requirements are accomplished.  Training activities at this level are concerned with the training of military personnel in a wide variety of occupations including clerical, trades and labor, administrative, technical, and/or professional skills.
EXCEPTED POSITION: Alabama Army National Guard membership is required.

ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS:
AREA ONE:
  All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA TWO: All drill status/M-day personnel in the Alabama Army National Guard.
AREA THREE: All U.S. Citizens or individuals eligible for membership in the Alabama Army National Guard.
1)  Formulates, oversees and evaluates the overall training programs for the command.  Develops yearly and longer training plans.  Issues instructions and procedures to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters.  Establishes and conducts a training evaluation program for subordinate units.  Creates or modifies the unit’s mission essential task lists in accordance with critical wartime mission requirements.   Reviews training evaluation and inspection reports to identify systemic problems and trends.  Determines and formulates needed revisions or improvements to training activities.  Reviews training plans and schedules of subordinate units for approval and revision as necessary.  Provides guidance and assistance to unit commanders or other training personnel pertaining to scheduling and conducting training.  Schedules and ensures the execution of special training courses on a variety of subjects (e.g., communications procedures, leadership courses, marksmanship training, etc).  Prepares and submits annual budget requirements to higher headquarters based on yearly training guidance and training calendars.  Sub-allocates funding to subordinate units for use in training activities.  Monitors usage of mandays and funds designated for training.  Prepares and provides guidance on training eligibility requirements.  Maintains familiarity with training directives issued by all echelons of command to determine applications to local programs.
(2)  Prepares plans and reports pertaining to readiness and mobilization.  Provides guidance and assistance to units in preparation of readiness reports.  Receives and consolidates unit readiness feeder reports.  Evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion training program.  Prepares command level mobilization and contingency operation plans.  Provides technical guidance and assistance to subordinate units in the development of mobilization, alert and assembly plans for use in responding to local/national emergencies and homeland security missions.  Assists in the preparation for and executes command level inspections in the area of training and readiness.
(3)  Directs scheduling and coordination for the use of training sites and facilities.  Ensures the arrangement for equipment and supplies needed for training activities.  Procures or directs the procurement of training aids, manuals, or other instructional material.  Maintains liaison with personnel at local, state or federally operated training sites.  Identifies the requirement for the coordination and maintenance of usage agreements for local/private training areas.  May conduct environmental impact assessments for training sites/areas.  Coordinates with external training, evaluation and assistance organizations for the conduct and evaluation of army training to include Field Training Exercises (FTX), Command Posts Exercises (CPX), etc. 
(4)  Develops and implements Risk Management plans and programs for the command. Provides guidance to subordinate units on the implementation of Risk Management plans and programs.  Develops safety/accident prevention policies and supervises implementation.  Conducts safety inspections and assistance visits to subordinate units.  Conducts investigations of accidents and safety violations and recommends corrective actions.
(5)  Serves as security coordinator for the command.  Provides guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (COMSEC/COMPUSEC).  May be designated as Custodian or Alternate Custodian of Classified Documents, COMSEC/COMPUSEC account Custodian/Alternate and/or Physical Security Manager as required by regulations and local situations.  Functions as the primary advisor for anti-terrorism/force protection (AT/FP) measures and ensures all AT/FP requirements are accomplished.  Ensures that procedures outlined in respective security regulations are complied with.
(6)  Identifies requirements and justifies requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc.  Forecasts and approves ammunition requirements for subordinate units.  Coordinates with maintenance and supply personnel to insure equipment and supplies are available and ready for training activities.
(7)  Plans, organizes and assigns work to employees engaged in training and readiness at the command level.  Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities.  Participates in the selection of subordinates from lists of eligibles.  Establishes performance standards and evaluates employee performance.  Prepares formal requests and recommendations for promotions, reassignments, etc.  Recommends recognition for outstanding performance.  Provides initial approval/disapproval of leave.  Receives and resolves, or participates in the resolution of grievances, or forwards to higher-level management for resolution.  Acts to resolve disciplinary problems, or forwards to higher level management for resolution.  Formulates plans for equal treatment of all employees.  Assures position management principles are adhered to and position descriptions are accurate.  Informs employees of all aspects of personnel programs of the installation, either answering routine questions or obtaining information from specialist when more technical answers are required.  Provides technical guidance to subordinate unit training and readiness personnel.

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the specialized experience listed below; Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE:
Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training assembling data into proper formats as directed by oral or written instructions. Experience with maintaining records and establishing a filing system. Experience and ability to follow agency directives in monitoring and controlling a testing environment. Experience in developing lesson plans and assuring plans are followed. Experience obtaining training materials and setting up training equipment (i.e., audio-visual, training aids, etc.). Experience receiving, consolidating and analyzing data from subordinate levels and following agency directives using data to prepare plans and reports. Experience  determining requirements; requisition, receive, store, and account for test materials. Experience overseeing a controlled testing environment. Experience determining requirements, securing and coordinating the use of training sites, facilities, and materials.
KNOWLEDGE, SKILLS, AND ABILITIES:
1. Knowledge of a wide range of military training and operations management concepts, regulations, policies, and procedures for the purpose of providing the command and staff comprehensive guidance. Develops and implements training and operations management policies and procedures.  
2. Knowledge of training and operations functions to direct and conduct subordinate unit inspections and assistance visits and evaluate the results. 
3. In-depth knowledge of military training and operations of the organization sufficient to provide technical advice and assistance to staff and subordinate unit personnel in the conduct of required individual and collective training requirements and the preparation of operation orders, yearly training guidance, training circulars, etc.
4. Knowledge of subordinate unit training and operations functions and reports within the command sufficient to review trends, validate analysis, provide or implement recommendations that result in the enhancement of operational readiness. 
5. Knowledge of recurring training requirements, ammunition forecast system, and the command training funds system sufficient to propose, request, sub-allocate, execute, and monitor the command training plan and applied resources.  
6. Knowledge of individual and collective deployment requirements sufficient to direct the development of deployment plans. Directs and provides assistance in the preparation of required readiness reporting documentation for subordinate units and the organization. Upon receipt, analyzes and proposes recommendations for the improvement of the overall readiness posture of the organization.
7. Knowledge of training requirements, physical security, and safety programs sufficient to manage assistance visits, inspections, and external evaluations of subordinate units and ensure policy implementation. Analyze results, makes appropriate recommendations to correct deficiencies and implements control measures.
8. Knowledge of physical security requirements sufficient to function as the security manager for the command and provides management and control of classified documents, operational security materials, communication security equipment/documents, and computer security items for the command.
9. Knowledge of organizational operations and mission requirements sufficient to develop the mission essential tasks to include individual and collective supporting tasks. 
10. Ability to communicate through both oral and written communications sufficient to communicate ideas and guidance utilizing presentations, briefings, and correspondence.  
11. Knowledge of strength maintenance procedures of the unit in order to assist in the performance, coordination, and support of recruiting activities.


Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.
