Location: This position is within the Fiscal Division, Accounting Unit in Hines, IL.

Major Duties:

  

  • Obligates orders and processes various types of invoices for payment.
  • Controls and reconciles subsidiary ledgers for accounts receivable, accounts payable, undelivered orders and identifies accounts for adjustments or corrections.
  • Provides technical advice to the fiscal managers, operating officials and customers in matters involving the operational activities and provides recommendation for solution to the operating problems.
  • Prepares recurring and non-recurring reports for submission to the financial managers on a monthly basis.

To qualify for this position at the GS-07 level, you must have at least: 

A) Meet the Superior Academic Achievement requirements- A bachelor's degree and superior academic achievement (SAA). SAA may be met in one of the following ways: (1) grade point average of "B" (a GPA of 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. (2) grade point average of "B+" (a GPA of 3.5 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. (3) Rank in the upper one-third of your class in the college, university, or major subdivision. (4) Membership in a National Honor Society (other than freshman honor societies) recognized by the Association of College Honor Societies. (You must submit a copy of your transcripts as proof of any claimed education).

OR

B) Have one full year of graduate level study, or possess a Master's or higher degree with a major in accounting, finance, business, public administration, or a closely related field of study. (One year is considered 18 semester hours). (You must submit a copy of your transcripts as proof of any claimed education). 

OR

C) Have one year of specialized experience equivalent to the GS-05 level in the Federal service which includes but is not limited to: performing various fiscal duties to include analysis and input of direct delivery, accounts payable, accounts receivable, collection of accounts receivable, agent cashier, reconciliation and reimbursements, payment to vendors, creating/auditing bill of collections, and preparing reports.

OR

D) I have less than one year of specialized experience described in "C" and I have not completed one year of graduate level education described in "B" but, I have a combination of the experience and the graduate level education that, when combined, equals 100% of the total requirement. (You must submit a copy of your transcripts as proof of any claimed education).

To qualify for this position at the GS-09 level, you must have at least: 

A) Have one year of specialized experience equivalent to the GS-07 level in the Federal service which includes but is not limited to: performing various fiscal duties to include analysis and input of direct delivery, accounts payable, accounts receivable, collection of accounts receivable, agent cashier, reconciliation and reimbursements, payment to vendors, creating/auditing bill of collections, payroll, travel and voucher, and preparing reports.

 

OR

B) Have one full year of graduate level study, or possess a Master's or higher degree with a major in accounting, finance, business, public administration, or a closely related field of study. (One year is considered 18 semester hours). (You must submit a copy of your transcripts as proof of any claimed education). 

OR

C) Have less than one year of specialized experience described in "C" and have not completed one year of graduate level education described in "B" but, have a combination of the experience and the graduate level education that, when combined, equals 100% of the total requirement. (You must submit a copy of your transcripts as proof of any claimed education).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

REQUIREMENTS:

·         Background Investigation: You may need to successfully complete a background investigation before appointed into the position.

 

·         Probationary Period: You may be required to serve a one year probationary period.

 

·         Time in Grade (TIG): Current employees, Transfer and/or Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade GS-grade level to be eligible under Merit Promotion.   An SF-50 must be provided which shows your current pay plan/series/grade to verify time-in-grade requirements are met.  Failure to provide an appropriate SF-50 will result in an ineligible rating.  

 

·         Relocation Expenses: Relocation expenses are not authorized for this position.
 

·         Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.  Selection at a lower grade level does not guarantee promotion to the full performance level.
