Serves as IT Specialist (Data Management) within the National Archives and Records Administration (NARA), Office of Information Services, IT Operations Division, Electronic Records Systems Branch located in Keyser, WV.

Serves as a technical expert regarding the ingest, management, and preservation of permanent government electronic records with specific responsibility for managing the ingesting of records into the Electronic Records Archives (ERA) System. Establishes process and procedures for ingesting Federal records; evaluates potential software applications and technology to address current and future data ingest need. Contributes to NARA's IT repository containing the models, NARA's enterprise architecture and other IT artifacts. Responsibilities specifically involve analyzing, planning and forecasting  the ingest of federal records into the various ERA systems; analyzing and planning for anticipated changes in data capacity requirements; using Extraction/Transformation/Transport-Load (ETT/ETL) tools to validate, and load Federal records into ERA; analyzing web application services/software for  problems and provides solutions; advising managers, customers and staff on software and/or hardware needs, on new technology, and recommends modifications to current software and/or hardware; developing and administering data standards, policies, and procedures; developing and implementing data reporting programs; evaluating  and providing recommendations on new database technologies and architectures.

 

Provides system, program/project management, and administration activities for ERA’s record repository.  The incumbent defines and manages user access to the repository, configures and extends the repository meta-model, performs model integration tasks between project and enterprise models, generates reports, tests and installs upgrades to the COTS software; and maintains the repository database.  The incumbent has responsibility for managing all data ingest project activities.

 

Conducts data quality assessments.  The employee selects information sources to be evaluated, identifies and implements the appropriate techniques, reports the findings, and recommends and implements improvement strategies.

GS-13 - Candidates must have had one (1) year of specialized experience equivalent to at least the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. 

 

Examples of specialized experience for this grade level specifically involves establishing processes and procedures for the ingest of records and evaluating potential software applications and technology to address current and future data ingest needs.
