JOB SUMMARY:

The Office of Personnel Management (OPM) is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps.

The SES is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

This position is located at the Office of Personnel Management (OPM) in Washington, D.C. Under the broad direction of the Director, Office of Personnel Management, the incumbent oversees all information technology plans and policies for the Agency, and is responsible for all telecommunications functions throughout OPM.

• Manages the design, development, installation and implementation of information technology and automated systems to support OPM's Governmentwide personnel management, administrative and financial management programs.

• Ensures the development, implementation, and enforcement of comprehensive information technology standards, policies and regulations, including compliance with OMB Information Management Resources productivity and cost-effectiveness initiatives and GSA Federal Information Resources Management Regulations.

• Approves and provides leadership in the selection and acquisition of all data telecommunications and integrated office automation systems equipment and services throughout OPM.

• Establishes Agencywide policy on telecommunications matters, including long range plans for voice and data telecommunications.

• Develops Agency information technology policy, integrating information technology planning with Agencywide budget and program planning activities.

• Administers OPM's Freedom of Information Act and internal Privacy Act programs.

• Provides report and forms management services, policies and procedures.

• Manages OPM's IT security program.

• Drives strategic IT transformation that improves alignment between technology initiatives and business goals and fosters a proactive and flexible IT organization and infrastructure that can respond quickly to changing business needs.

• Leads efforts to support business process improvement by identifying and developing the capability to use new tools and technologies that are more effective, efficient, and capable of adapting to an ever-changing environment.

• Fosters an environment that embraces innovation to identify new ways to use technology to create efficiency, improve manageability, and cut hardware costs.

• Coordinates enterprise IT investment strategy, capital planning and budget execution with an eye toward driving efficiency and optimizing value and service delivery for stakeholders.

The Executive Core Qualifications are required for entry to the Senior Executive Service. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs).

EXECUTIVE CORE QUALIFICATIONS:

ECQ 1-LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2-LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3-RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4-BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.

ECQ 5-BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS:
•  Experience providing leadership in an information resources management environment, including demonstrated expertise in PC-based information systems and software applications, mainframe systems, local area networks, and modernization of legacy systems to current technologies.

•  Demonstrated ability to plan, develop and implement innovative approaches to enterprise-wide information technology management.

DESIRED TECHNICAL QUALIFICATIONS:
•  Ability to foster and sustain cooperation and coordination of information services across organizational lines.

•  Demonstrated ability to manage voice/data telecommunications systems and large HR database development and support.

•  Thorough knowledge of management principles and practices and demonstrated ability to apply this knowledge in directing an organization, and in performing the role of program representative before diverse audiences.


 

 

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.

• Salary for Senior Executive Service positions varies depending on qualifications.
• Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary has been served.
• Selected candidate is required to file a Financial Disclosure Report, SF-278 within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
• Occasional travel may be required.
• Relocation expenses will not be paid.
• Veteran's Preference does not apply to the Senior Executive Service.
