Manages the design, development, installation and implementation of information technology and automated systems to support OPM's Governmentwide personnel management, administrative and financial management programs.
Ensures the development, implementation, and enforcement of comprehensive information technology standards, policies and regulations, including compliance with OMB Information Management Resources productivity and cost-effectiveness initiatives and GSA Federal Information Resources Management Regulations.
Approves and provides leadership in the selection and acquisition of all data telecommunications and integrated office automation systems equipment and services throughout OPM.
Establishes Agencywide policy on telecommunications matters, including long range plans for voice and data telecommunications.
Develops Agency information technology policy, integrating information technology planning with Agencywide budget and program planning activities.
Administers OPM's Freedom of Information Act and internal Privacy Act programs.
Provides report and forms management services, policies and procedures.
Manages OPM's IT security program.
Drives strategic IT transformation that improves alignment between technology initiatives and business goals and fosters a proactive and flexible IT organization and infrastructure that can respond quickly to changing business needs.
Leads efforts to support business process improvement by identifying and developing the capability to use new tools and technologies that are more effective, efficient, and capable of adapting to an ever-changing environment.
Fosters an environment that embraces innovation to identify new ways to use technology to create efficiency, improve manageability, and cut hardware costs.
Coordinates enterprise IT investment strategy, capital planning and budget execution with an eye toward driving efficiency and optimizing value and service delivery for stakeholders.
