NOTE: The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-11 through GS-13. The Professional Standards Board (a peer-review group) will review the selected candidate’s qualifications and recommend the grade and step at which the candidate will be placed. TOUR OF DUTY: This is a full-time position; 8:00am to 4:30pm. Early morning, evening, and some weekend hours are required, as needed, to provide optimal care to Veterans.

PRIMARY DUTY LOCATION: Perry Point VA Medical Center. Travel among VAMHCS sites may be required to better serve Veterans.

This position is assigned to the Mental Health Clinical Center (MHCC), VA Maryland Health Care System (VAMHCS) and serves as a Clinical Health Psychologist. This position is primarily assigned to the Primary Care-Mental Health Integration (PC-MHI) program, located within primary care at the Perry Point campus of VAMHCS. This position provides health psychology interventions to the Perry Point campus and Primary Care-Mental-Health Integration interventions to the Perry Point Primary Care Clinic. The co-located collaborative behavioral health provider (Psychologist) partakes in multidisciplinary primary care teams, and delivers brief, consultation-based services to Veterans and primary care staff. The incumbent will function within fast-paced primary care teams, and follow the provisions of the VAMHCS patient centered home model, known as Patient Aligned Care Team (PACT). The focus is on general service delivery for a wide range of concerns and resolving problems within the primary care service context. Behavioral health visits are brief (generally 20-30 minutes), limited in number (1-6 visits), are provided in the primary care practice area, and structured so that the patient views meeting with the behavioral health provider as a routine primary care service. Therefore, s/he can expect to consult with 8-10 patients per day with the primary goals of assisting PACT members with identification, treatment, and management of mental health and behavioral medicine conditions in the enrolled population.

The incumbent will provide functional assessment, triage, brief intervention, education and consultative services regarding a wide range of mental health and behavioral medicine concerns, on referral from primary care providers and allied PACT members. S/he will use population based practice management strategies and maintain competences in the following core domains: Clinical Practice Management; Conduct functional assessments, based on approximately 30 minute appointments and will triage/refer to specialty care services as appropriate; Apply principals of population based care (define roles and identify problems rapidly); Use brief assessments routinely (e.g., PHQ-9, PCL, GAD-7, AUDIT C, etc); Initial consultation appointments based on functional assessments and treatment focuses on functional outcomes; Maintain daily open access slots; Next available "scheduled" appointment within two weeks; Provide brief mental health and behavioral interventions (e.g., 1-5 sessions for broad range of concerns); Use time-limited, evidence based interventions that are simple and concrete; Use self-management/home-based practice interventions; Use intermittent visit strategy and flexible patient contact strategies; Triage appropriately and efficiently to specialty mental health services; Provide behavioral medicine interventions (including but not limited to tobacco cessation, alcohol misuse, weight management, and coping with chronic illness, including chronic pain management); Stress Management- Sleep hygiene, Relaxation training, Other interventions will be provided as  clinically appropriate, based on patient need, Contribution to MOV; Perform specialty health psychology evaluations and treatment as necessary (including but not limited to transplant, Hepatitis C, bariatric surgery, diabetes management); Create and implements group interventions appropriate for primary care patients. The incumbent may perform other duties as requested or assigned.

BASIC REQUIREMENTS

·         Doctoral degree in Psychology from a college or university accredited by the American Psychological Association (APA) and approved by the Secretary of Veterans Affairs, have completed study for such degree in a specialty area of psychology and an internship which are satisfactory to the Secretary and accredited by the American Psychological Association (APA).

Those with 6 months internship completed may apply. Supporting documentation, from college or university, will also be necessary to prove to the hiring agency that the required educational requirements (conferral) will be met in the near future.

·         Be licensed or certified as a psychologist in a State. The Secretary may waive the requirement of licensure or certification for an individual psychologist for a period not to exceed 2 years on the condition that such psychologist provide patient care only under the direct supervision of a psychologist who is so licensed or certified.  

GRADE DETERMINATIONS

SPECIALIZED EXPERIENCE FOR GS-11 LEVEL: None beyond the basic requirements.

Staff psychologists at this level diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders.  They practice under the close supervision of a licensed psychologist.

SPECIALIZED EXPERIENCE FOR GS-12 LEVEL: In addition to the basic requirements at the GS-11 level, applicants must possess at least one (1) year of postdoctoral experience as a professional psychologist. For current government employees, at least one (1) year of work experience equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level.  If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure.  This experience must have demonstrated: Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations; Ability to develop coherent treatment strategies; Ability to incorporate new clinical procedures.

At the GS-12 level, unlicensed psychologists practice under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level.  They may be assigned to any program area.

SPECIALIZED EXPERIENCE FOR GS-13 LEVEL: In addition to the basic requirements at the GS-12 level (knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations; ability to develop coherent treatment strategies; ability to incorporate new clinical procedures), applicants must possess at least two (2) years of postdoctoral experience as a professional psychologist. For current government employees, at least two (2) year of work experience equivalent to the next lower grade level. This experience must have demonstrated: knowledge of and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations; ability to provide professional advice and consultation in areas related to professional psychology and behavioral health; knowledge of related clinical research literature; (supervisory) ability to provide supervision in areas related to behavioral health and social services provision in order to accomplish the organizational goals and objectives; (supervisory) ability to provide fair, principled and decisive leadership for a work environment that promotes shared accountability.

 

Psychologists at this level diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies, and other interventions such as biofeedback, psychological hypnosis, and environmental interventions. (Supervisory) psychologists at this level independently provide psychological services at all levels of complexity and consult with peers and supervisors as appropriate.

PHYSICAL REQUIREMENTS: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned.
