On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions.  DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program.  We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS). This is a Full Time permanent position.


Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.


Title 10 (Public):  Open to All U.S. Citizens.  If you have never been a federal employee you would apply public.

As a Industrial Security Specialist, you will: 

•  Provide oversight as the primary DoD security interface for assigned cleared contractor facilities relative to the establishment and maintenance of a security program in compliance with the NISP. 
•  Provide assistance to contractors in establishing security programs at newly denied contractor facilities to adequately safeguard U.S., NATO and foreign government classified information. 
•  Conducts pre-contract award surveys and recurring physical security inspections of contractor plants and facilities performing work for the government involving the storage and/or production of sensitive arms, ammunition, and explosives (AA&E).
•  Conducts administrative inquiries of serious security violations occurring at contractor facilities to include the loss, compromise or suspected compromise of classified information/material.

This is a General Grade GG 09 position in the Defense Civilian Intelligence Personnel System (DCIPS). Duties of this position are at the GS/GG-09 level.
To qualify for this position at the GG-09 level you must have specialized experience equivalent to the GS/GG-07 grade level. Specialized Experience is defined as experience conducting inspections, surveys and investigations of government and non-governmental facilities and personnel in order to determine protection of sensitive materials and information and compliance with laws and regulations.


This position will be filled at the GG-09 level only.  Incumbent may be non-competitively promoted to the next grade in the time frame allowed by regulations and upon management's request.  Promotion is contingent upon satisfactory completion of required training, regulatory requirements and demonstrated ability to perform the duties.  Promotion is not guaranteed or implied.

You may substitute education for experience as follows:


GS/GG 9 level or equivalent - a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

We accept unofficial transcripts, as long as they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Transcripts must be received in this office by 11:59PM EST on the closing date in order to be considered.

SECURITY REQUIREMENTS: Critical Sensitive (Top Secret)

This position requires a Top Secret security clearance - This position is designated critical sensitive, as defined in DoD 5200.2-R, Personnel Security Program, and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointed basis.  This requirement may take 120 days or longer to process.

Other Notes:

A two-year trial period  will be required; if a trial period has not been previously completed.

Current or former Federal Civilian employees must provide a copy of their most recent Performance Review and SF-50.


Specifically you will be evaluated on the following competencies:

1.  Knowledge of contracting procedures and related documents, specifically in relation to the imposition of security clauses and requirements.
2.  Skill in performing security surveys and inspections.
3.  Knowledge of DoD counterintelligence (CI) programs, issues and potential espionage indicators impacting on the personnel and industrial security missions and CI classification guidance in providing such support.
4.  Ability to communicate orally and in writing.
