NATIONAL GUARD MEMBERSHIP IS REQUIRED:

This is a Dual Status Excepted Service Technician Non-Bargaining Unit position in the Delaware Army National Guard.  Open to all those eligible to become a member of the Delaware Army National Guard.

his position is located in the United States Property Fiscal Office (USP&FO).  The primary purpose of this position is to serve as a Supervisory Accountant with responsibility for performing and supervising all accounting functions and policy within the State Responsible for the accuracy, integrity, and reliability of date recorded in the accounting system. Performs supervisory duties for more than 25% of the time.

  • Serves as the technical expert for governmental accounting principles, policy, concepts and management. Advises and trains program managers and staff regarding changing accounting operations. Creates reports to satisfy management information requirements. Implements new account structures and procedures to comply with regulatory or legislative changes. Analyzes accounting documents, records, reports and processes to ensure conformance with governmental accounting principles, operating procedures, and regulations; in a constantly changing environment. Produces accounting information such as financial statements, reports, and other information for state, National Guard Bureau (NGB), and the Defense Finance and Accounting Service (DFAS) managers. Identifies trends, abnormalities, and deviations from standards or plans. Prepares impact statements to determine the effect of proposed financial changes on program management. Reviews new and revised process for the impact on the accounting system and advise management on compliance and effect of the changes.
  • Analyzes accounting systems. Develops and implements on-site adaptations to the accounting system to allow more effective interface with other automated systems. Problems may be related to accuracy of data collection, improvement or design of reporting systems, or design of subsystems. Analyzes new and modified interface systems for impact upon the accounting system and data. Reviews accounting and feeder system performance and recommends changes to NGB and DFAS.
  • Provides USPFO, NGB, DFAS, Department of the Treasury and senior level management with accurate and timely financial data tailored to meet program and information requirements concerned with force structure, mission, and troop strength.
  • Ensures financial data meets DFAS and Treasury requirements for inclusion in departmental and treasury reports.
  • Designs database queries written for a variety of software applications and automated systems (i.e. Standard Query Language).
  • Performs supervisory duties for more than 25% of the time: work planning and organization, work assignment and review, supervisory personnel functions

The basic qualification requirements are indicated below.  These requirements must be met in addition to all military requirements and selective placement factors indicated in order to be considered qualified for this position.  Applicants selected for a position at a trainee level will be promoted non-competitively upon completion of the established Individual Development Plan (IDP) along with the recommendation of the supervisor.

GENERAL EXPERIENCE:
  Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.)

SPECIALIZED EXPERIENCE (GS-09): Twenty-four (24) months of specialized experience must include the following KSAs:  (Each KSA should be addressed separately in writing as it applies to the duties and responsibilities listed above.)
a. A professional knowledge of accounting practices, methods and techniques required to independently perform assignments using procedures and practices that are conventional and apply to most situations encountered.

b. Knowledge of and skill to develop procedures and write instructions for accounting technicians on cancelling and reissuing checks to vendors and making entries in the proper accounts.

c. Experience in studying financial events during a particular period of time and compare findings with previous reports to determine the report trends.

d. Skills in managing the function of work to be performed.

e. Ability to lead, direct, and assign work of personnel.

SPECIALIZED EXPERIENCE (GS-11):  Thirty-six (36) months of specialized experience must include the KSAs listed above and the following KSAs:  (Each KSA should be addressed separately in writing as it applies to the duties and responsibilities listed above.)

a. 
Knowledge of and experience in using the following systems:  (1) General Fund Enterprise Business System (GFEBS) and have rolls assigined in GFEBS.  (2)  ORACLE (either AFCOS, SABS, or STANFINS).  (Required for the GS-11 level) 

 

b. Knowledge of accounting theories, practices, methods and techniques is required to analyze accounting and feeder systems.

c. Ability to adapt current systems is required to solve discrepancies, and adjust current data to more accurately reflect the usage of funding resources at the state level.

d. Ability to perform extensive research is required in order to ensure that proper funds are charged for expenditures.

e. Experience and skill to, as the single individual in the state, deal with a multitude of issues raised in a given accounting cycle.

**STATEMENT OF DIFFERENCES**
Duties and responsibilities for the GS-09 are as described in the basic position description for the GS-11.  The position has been established at the GS-09 for a temporary period of time to facilitate recruitment.  The incumbent selected will perform the duties as described in the basic position description under closer supervision than originally intended.  It is anticipated that as proficiency is gain supervisory controls will gradually be lessened and full performance permitted.  At such time, recognition will be given to the performance of assigned duties as envisioned in the basic position description.

**QUALITY OF EXPERIENCE**
Length of time is not itself qualifying.  The applicant's experience will be evaluated on the basis of duties performed rather than strictly on the rank of the individual.  The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.


COMBINATION OF EDUCATION AND EXPERIENCE:
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting experience, college-level education, and training that provided professional accounting knowledge. Applicant's background must also include at last one of the following.


1. Twenty four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of Business Law. Appropriate courses are those that relate to the accounting or auditing field of study.

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

MILITARY REQUIREMENTS:

This is a Dual Status position.  As a condition of initial appointment and continued retention, the selected applicant must be an actively participating member of the Delaware Air or Army National Guard.

- Military uniform is required to be worn.  Acceptance of this position constitutes agreement with this requirement and is a condition of continued employment.

- Be advised that if selected for a military technician position where membership in a reserve component is a condition of employment and you are receiving a bonus, your bonus will be terminated and may or may not be subject to recoupment.

- Compatibility:  If selected, the individual must be qualified for, or assigned to a compatible military position in one of the following DMOS/DAFSC specialties prior to actual placement in the position:

         MOS: BR 36; Enl: 36B

Military Grade Limitations:

- Maximum: SGM/E-9 or MAJ/O4  (Maximum military grade will be based on the availability of the unit military manning document.)

- Minimum: SSG/E-6 or 2LT/O1

Other:

  • Participate in Direct Deposit is mandatory.

  • Must have or be able to obtain a Security Clearance.
