JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This is a Career Program 19 (Security Administration) position.
 

Incumbent serves as the Operations Officer within the Directorate of Law Enforcement and Security (D/LE&S), exercising full authority in conductin and manageing internal operations and training for the law enforcement, Response Force (RF), operational antiterrorism/force protection activities, and supporting various other protection programs including industrial security, physical security, and operations security at Pine Bluff Arsenal .  Serves as a principal advisor to the Director, D/LE&S.

Pine Bluff Arsenal is located in White Hall, AR with an estimated population of 6,000. The Arsenal is just north of Pine Bluff with a population of approximately 55,000, and home of University of Arkansas at Pine Bluff and Southeast Arkansas College. The area offers museums, water sports, a regional park, and a nature center. The Arsenal is within 40 minutes of the state capital, Little Rock. The Arsenal has on-site child care, golfing, fishing, hunting, a swimming pool, and recreation facility.

 

This position is a Key/Emergency-Essential position and requires the incumbent to continue to perform assigned duties to support mission requirements until relieved by proper authority.  Are you willing to continue to perform Key/Emergency assigned duties to support mission requirements until relived by proper authority for the duration of your employment?

Payment of Permanent Change of Station (PCS) costs is not authorized.

KEY REQUIREMENTS

  • Maintain a valid AR Motor Vehicle Operator's License.
  • Qualify annually with a variety of weapons.
  • Qualify under the Individual Reliability Program IAW AR 190-56.

As a Security Specialist (Operations), your duties will include, but not be limited to: 

  • Serves as an Operations Officer.
  • Serves as the Arsenal Criminal Investigator.
  • Serves as the Primary Evidence Custodian.
  • Serves as principal advisor to the Directorate of D/LE&S.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience required: To qualify applicants must possess one year (1) of specialized experience equivalent to the next lower grade/level (GS-09).  Specialized experience is defined as:  Work that involves providing guidance and assistance to management related to physical, procedural and technical security standards and policies. 

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: 

  • Knowledge of Security and Law Enforcement policies and procedures.
  • Knowledge of Administrative policies and procedures.
  • Skill in Automated systems.
  • Ability to communicate in writing.
  • Ability to communicate orally.

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent).

 


Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions of Employment: 

  • Incumbent is required to submit to a urinalysis test, on a recurring unannounced basis, during duty hours, in accordance with Chapter 3, Section VI, paragraph 3-20b(6) of AR 600-85 and appendix C, AR 600-85.
  • Incumbent is required to annually undergo, and pass, a complete physical and mental examination (financial, emotional, and mental stability), at Government expense.
  • Incumbent must be able to maintain a Secret security clearance.
  • Incumbent is required to carry, maintain proficiency, and qualify annually with a variety of assigned weapons.
  • This position has been designated as KEY PERSONNEL and may be subject to substantial personal risk to countering potential weapons of mass destruction and chemical-biological threats.
  • Qualify under the Individual Reliability Program IAW AR 190-56.
  • Be able to obtain and maintain a valid Arkansas Motor Vehicle.
