This position is located in the Center for Delivery, Organization and Markets (CDOM), Agency for Healthcare Research and Quality (AHRQ), Department of Health and Human Services (HHS), in Rockville, MD. AHRQ is the lead federal agency charged with improving the quality, safety, efficiency, and effectiveness of health care for all Americans. AHRQ conducts and supports health research that will improve the quality of health care and promote evidence-based decision-making. CDOM provides a locus of expertise and leadership for research on health care markets, delivery systems, and organizations. CDOM is comprised of an interdisciplinary staff that identifies emerging research needs, manages portfolios of research grants and contracts, conducts and publishes peer-reviewed research, and develops databases and software tools that can be used with the databases.

The incumbent will be an essential member of the team developing, refining, and advancing the Quality Indicators (QI), a critical part of the AHRQ/CDOM array of health care decision making and research tools developed for use by program managers, researchers, and others at the Federal, State and local levels. The AHRQ QIs are measures of health care quality that make use of readily available hospital inpatient administrative data and can be used to highlight potential quality concerns, identify areas that need further study and investigation, and track changes over time. All of the AHRQ QIs have been evolving and improving over time, taking into account medical advances and new scientific evidence, improvements in coding, and growing capacity to link with additional clinical information. Given the increased use of the AHRQ QIs in public reporting and emerging opportunities for additional clinical data through expanded use of the Electronic Health Record, AHRQ will be accelerating this evolution and improvement process.

The incumbent will provide policy and clinical leadership to the QI initiative, drawing on knowledge of and experience with quality improvement in health care settings and a solid understanding of quality measures, clinical priorities, and hospital and health care administration. The incumbent will serve as clinical expert and principal liaison to the medical community and other internal and external partners on the AHRQ QIs Initiative. This position will have a major role in the evolution of the AHRQ QIs, initiating and directing steps to ensure clinical robustness and take advantage of new opportunities to link with additional clinical data.

Incumbent serves as the lead clinical expert and liaison to internal and external partners on AHRQ’s Quality Indicators (QIs) Initiative housed within the Center for Delivery, Organization, and Markets (CDOM). Represents AHRQ and the AHRQ QIs Initiative at national, regional, and state level meetings, associations, coalitions, and other professional meetings focused on measurement efforts related to properties of the AHRQ QIs (e.g. outcome measures, inpatient measures) to inform the clinical and broader healthcare communities as to the uses of the QIs. Conceptualizes and leads national initiatives which facilitate the use and improvement of the QIs and provides public leadership and advanced clinical technical consulting in applying QIs to assess and improve healthcare organization performance for all Americans. Provides clinical consultation to several critical QI efforts to refine, expand, and update the QIs. Represents AHRQ at the National Quality Forum and HHS Measurement Workgroups; participates in the QI National Quality Forum submission and maintenance processes. Serves as senior clinical advisor and the point of contact with medical journals and other media for the publishing of measurement articles and products. Authors or co-authors articles and other reports for publication related to QI program or measure development activities supported by research portfolios.

Basic Qualification Requirements:


Have a Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]


Additional  Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:

Have one year of experience equivalent to the GS-13 grade level in the Federal service, evaluating, interpreting, and applying evidence-based research in the area of quality measurements; creating written technical documents and giving oral presentations on the use of quality measures.

Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit:
