This position is located in the Government National Mortgage Association (GNMA), Office of Enterprise Data and Technology Solutions, Technology Management Division (TMD) which is responsible for providing planning and technical leadership that meets the evolving business, information and security needs of GNMA. Ensures that the enterprise architecture and related business and technology roadmap are aligned to meet the information and security requirements of the enterprise. Defining, developing and implementing enterprise-wide technical and information management strategies to ensure the ongoing and future alignment of GNMA operations and technical infrastructure across the enterprise business model.

 

The duties include the following:

 

·         Serve as the Information Technology (IT) Director for all activities related to implementing; maintaining and modifying GNMA’s automated systems maintained at its managed host data center; and ensures that GNMA's information systems capabilities meet its programmatic needs. This includes all hardware and software design, development, procurement and implementation, and reviews from an agency wide perspective, the planning and ongoing automation initiatives making recommendations for the implementation of information technology infrastructure.
 

·         Coordinate the efforts of the Technology Management Division's staff and contractors in the development, enhancement, and maintenance of automated and manual IT and data management systems Direct and provides oversight and contract management to assign IT contracts. Ensure Government Technical Representative (GTR) responsibilities are carried out in a timely manner to facilitate program project delivery, cost control, quality of services and overall contractor performance. Ensure strict adherence to sound management policies, procedures and adequate internal controls for successful performance of GNMA's IT contracts, applying skill and rationale based reasoning to problem solving.
 

·         Partners with all offices in GNMA and provides leadership to the design and execution of GNMA's Contingency Continuity of Operations (COOP) technology operations and is responsible for designing and executing strategies that support the operational needs of the business.
 

·         Direct the development and drafting of Statements of Work (SOW) required evolving and maintaining Ginnie Mae’s enterprise architecture and information systems.
 

·         Provide oversight and direction in the implementation of all major IT initiatives from requirements through system development and implementation following IT policies, guidelines, guidance, statues, and regulations to include OMB-A123, OMB-130, FISMA, FISCAM and HUD. Ensure that enterprise-wide. automated systems are designed, developed, enhanced and maintained in accordance with HUD, Ginnie Mae, NIST and FISMA guidance, policies, procedures and regulations.
 

·         Provide leadership direction in Certification and Accreditation initiatives for GNMA sponsored information systems, financial application, network infrastructure, managed data centers and third party information technology systems.

Basic Requirement:

HOW YOU WILL BE EVALUATED:

·         Knowledge and expertise in contributing to IT strategic plans, ensuring enterprise architecture incorporates evolving business and technical requirements.
·          Ability to directd the development and drafting of Statements of Work (SOW) required to evolve and maintain enterprise architecture and information systems.
·         Ability to direct and manage a staff having diversified professional and technical responsibilities.
·         Skill in directing day-to-day oversight of contract management.
·         Ability to carry out GTR responsibilities and contract oversight to improve delivery, cost control, quality and services.
