This position is supervised and rated by the CYS Services Coordinator with letter-input from Community Recreation and Business Operations Branch Chiefs. The Director, Family and Morale, Welfare and Recreation(DFMWR) is the senior rater.
Performance is evaluated on compliance with established program standards as well as number of school-age children and youth participating in the CYS Services’ EDGE! Program. The EDGE! Program is designed to utilize space in Garrison MWR Activities to increase CYS Services’ capability in after-school programs (i.e., utilizing space in the bowling center for 15 after school spaces for youth).

Increases CYS Services spaces by expanding programs into MWR activities/facilities through the MWR CYS Services Space Partnership Initiative and the EDGE! program.

Establishes Partnership Team and Memorandum of Agreement with Community Recreation Division (CRD) Recreation Delivery System (RDS), CYS Services (Instructional Program Specialist [IPS]), and Business Operation Division (BOD).

Creates and delivers a forty-eight (48)-week calendar of school-age and youth program options in collaboration with MWR partners, using MWR activities/facilities that are available five days a week (Monday-Friday) for 6-18 year-old participants.

Develops implements and evaluates partnership programs to support the MWR CYS Services Space Partnership Initiative. Interacts with Army leadership, regional staff, and local community representatives. Coordinates marketing strategies directed toward educating community.

Manages the Garrison partnership budget, resources, and administrative and reporting requirements for MWR CYS Services Space Partnership Initiative efforts. Works with Child and Youth Management System (CYMS) and RecTrac systems.

Collect data and prepare monthly reports for all MWR CYS Services Space Partnership Initiative proponents. Serves on committees and councils in support of partnership development. Visits facilities and analyze existing activity information to become familiar with all aspects of the current operations. Earn and maintain an FMWRC Training Associate (FTA) credential.

At a minimum a high school diploma or equivalent GED certificate, but a four year degree in recreation or youth development is strongly preferred; The ability to communicate effectively orally and in writing; Positive interpersonal-relations skills.
The ability to plan and organize, gather pertinent data, analyze problems, and identify solutions; At least twenty-four (24) months worth of work experience in the development and delivery of recreation programs; Strong knowledge of all MWR programs, services and operations, to include procurement and supply; Knowledge and competency with standard office software (e.g., Microsoft Word, Excel and PowerPoint); Managerial work experience that demonstrates comprehensive analytical skills, financial analysis, and financial-management systems (NAF Management Information Systems [MIS] and RecTrac); and Ability to manage multiple concurrent projects effectively.

 

BEST QUALIFYING CRITERIA: Applicants who possess a four-year college degree in related field are preferred and will be referred first to the selecting official. All other applicants not meeting best qualifying criteria will be referred for consideration if the certificate is returned with no selection.

Conditions of employment:
