This Program Analyst position is located in the Plans, Production and Communication Division, Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will perform work in the Communications Branch, applying your experience and comprehensive knowledge of assigned program principles, concepts, regulations, and practices, analytical methods and techniques performing multiple, varying, and complex assignments in your program area. Typical assignments may include but are not limited to:
- Managing and assigning all OIA executive correspondence and communications taskings received from offices or organizations external to OIA to the appropriate subject matter experts for comment, review, and input; publishing internal communications; and maintaining document archives of all executive correspondence.
- Coordinating all documents requiring coordination from and for other TSA Headquarters offices, consolidating inputs from OIA divisions, and finalizing documents for Assistant Administrator signature and approval; coordinating briefings that the OIA Assistant Administrator and Deputy Assistant Administrator (or designees) delivers to internal or external audiences.
- Designing internal working processes and procedures, publishing communications standard operating procedures, and training appropriate users.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Examples of such experience would include preparing and editing executive level documents, briefings, and correspondence; electronically tracking and managing correspondence; managing a team, assigning work tasks, providing guidance, leadership, and advice; and disseminating web and social media information, bulletins, newsletters, and internal informational updates.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
