This position is located in the Office of the Chief Financial Officer, Division of the Controller, Financial Systems Branch.
The supervisor is Mona Williams.  
This position is in the bargaining unit.

You will serve as a Senior Systems Analyst in the Financial Systems Branch with the Division of the Controller, responsible for coordinating and performing a wide range of system development life cycle, project management, and contract management functions in support of developing and implementing business process improvements and major financial IT systems.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  Specialized experience includes experience that demonstrates project management, contract management, and IT development for financial systems.  

The ideal candidate for this position should be able to demonstrate the following:

  • Experience interpreting and applying Federal regulatory requirements to computer financial system implementation projects and conducting technical audits of major financial systems (e.g., Momentum).
  • Ability to make recommendations to enhance a financial system's usefulness, efficiency, or accessibility to users.  This includes working with customers and stakeholders to identify needs, recommending business process changes, performing system gap analysis, and proposing viable solutions to management.
  • Knowledge and experience reviewing, coordinating, and managing financial systems project activities including a formal software development life cycle.  Ability and experience managing a major financial system implementation project within schedule and financial resource limitations.
  • Ability to establish and maintain effective work relationships with technical individuals, management and staff, coworkers, personnel of other government agencies, and contractor staff to accomplish common objectives, and consolidate complex and assorted opinions.
  • Skill in presenting information, ideas and advice in a clear, concise, and logical manner, both verbally and in writing.
