Rhode Island National Guard

The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Army or Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants must be current members of the Rhode Island Army or Air National Guard.

Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment COULD be converted to permanent action without further competition.

Veteran's Preference does not apply to the National Guard Excepted Service.

Permanent Change of Station (PCS) relocation allowance NOT authorized.

 

The primary purpose of the position is to provide limited technical assistance to Human Resources Specialists within the office and to managers, supervisors, and technicians of the serviced organization for a wide range of human resources matters.  Performs work in two or more of the following human resource specialties.  May accomplish work through the use of an automated system.

KEY REQUIREMENTS

  • Must be a current member of the Rhode Island Army/Air National Guard
  • Assignment to the RI National Guard in MOS: 42B AFSC 3D0X1, 3S2X1, 3S0X1
  • Background Criminal Investigation required prior to appointment.
  • Must have a valid state driver's license.

Brief Description of Duties:

Perform work in two or more human resources specialties. Process actions and provide technical assistance related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. Prepare and maintain records, reports, and correspondence for the functional areas assigned to. Research and interpret pertinent regulations, statutes, guidance and directives for assigned functional areas. Perform a variety of support work for the specialist, such as compiling and tracking data, and maintaining and updating automated human resource systems. These duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on technician personnel.

GENERAL EXPERIENCE:

Administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

Must have at least 6 to12 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience in the interpretation and application of regulations, procedures or laws.  Experience that provided a working knowledge of administrative functions.  Experience performing personnel transactions.  Experience working independently and setting priorities with very little supervisory control.   Experience using common computer software designed for word processing.

 

MILITARY REQUIREMENTS: Employment in this position requires membership in the Rhode Island Army or Air National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be MOS/AFSC qualified within one year of placement action.

Substitution of education for specialized experience:

High school graduate or the equivalent may be substituted for 3 months of specialized experience.  Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e. 36 weeks of substantially full time study, or 30 semester hours, or the equivalent) for 12 months of the required experience.  For experience required in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for 6 months experience.

Requirements:

Incumbent must maintain membership in the Rhode Island Army or Air National Guard.

Participation in direct deposit is mandatory.

Valid state driver’s license for the state in which they live or are principally employed.

Applicant must possess or be able to obtain a security clearance within one year of appointment.

Background Criminal Investigations (BCI) are required for federal employment.
