Location: This position is located at the Small Business Administration, Office of Capital Access, Office of Financial Assistance, Herndon National Guaranty Purchase Center, which is located in Herndon, VA.  The incumbent is responsible for performing legal support duties and assignments that do not require the services of a fully qualified attorney but which relieve the attorney of routine assignments.

Travel and Relocation: Travel and relocation expenses will NOT be paid.  Any travel transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected Candidate(s).

The incumbent will perform duties with the following litigation areas:

Bankruptcy Litigation - Conducts bankruptcy, litigation, and asset searches to assist loan officers in making charge-off determinations and purchase reviews.  Searches the Public Access to Court Electronic Records database to conduct bankruptcy searches on borrowers and corporations to assist in purchase and charge-off reviews; analyzes bankruptcy dockets/pleadings to determine status of case and remaining activity; prepares proofs of claim.

Foreclosure Litigation - Reviews cases referred to litigation and prepares complaints for mortgage foreclosures and motions for summary judgment for review by District Counsel and referral to the Department of Justice.  Prepares answers and cross claims on cases where a junior lien holder is named.  Conducts lien searches under the Uniform Commercial Code to determine lien positions and names of interested parties

General Litigation - Establishes controls and monitors cases in litigation status.  Maintains litigation records of case files received in litigation to assure timely referral to Department of Justice and follows up to insure timely attention by both the SBA and U.S. Attorneys; coordinates with appropriate Assistant U.S. Attorneys to ascertain if SBA can assist to expedite docketing of cases.

QUALIFICATIONS: GS-09: One year of specialized experience (equivalent to the GS-07 grade level in the Federal service) obtained in either the private or public sector such as one year of basic level specialized experience providing paralegal support to attorneys in the analysis of legal research, case preparation, monitoring cases in litigation status, reviewing and analyzing case files, and preparing legal correspondence.

GS-09: Possess a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related 

Combination of Experience and Education

GS-09: Combination of education and experience as specified above. For example, an applicant who has 1 full year of Master level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
