The mission of the Office of Business Operations is to ensure the Office of Energy Efficiency and Renewable Energy (EERE) receives the operational support it needs to excel in the accomplishment of its mission.  The Office of the Business Operations proactively seeks to identify ways to strengthen EERE’s organization, operations, human capital, and project management while achieving significant cost savings.  The Office is led by the Chief Operations Officer and reports to the Assistant Secretary and Principal Deputy Assistant Secretary for Energy Efficiency and Renewable Energy.

This is a TERM position not to exceed 4 years.  Term Appointments do not confer competitive status and cannot be converted to permanent positions without further competition.  Term employees are eligible for health and life insurance, are covered under the Federal Employees Retirement System, and are eligible to participate in the Thrift Savings Plan. 


A successful candidate in this position will independently or through a multi-disciplinary team, lead IT projects in support of large-scale enterprise change initiatives; advise leadership to advance IT services within the agency and to integrate multiple business areas or systems within EERE and with Departmental and Government-wide IT systems.

As an Information Technology (IT) Project manager, you will:

IT Project Management

  • Provides technical IT project management advice and coordination to manage the modification and new development efforts of numerous large scale software development efforts. 
  • Leads teams in defining standard solutions, platforms, and best practices and runs multiple projects concurrently, brainstorm evaluate, and analyze potential improvements and technology pathways that may add value to existing systems and program.
  • Identifies user requirements and assists with the design, development and documentation of business processes in IT systems under development.

IT expert and Advisory Services

  • As an expert in information technology,  provides advice and assistance on a variety of areas including IT systems development projects from design to support and evaluating existing systems and services. 
  • Advises on enterprise architecture issues to ensure compatibility of existing systems to planned improvements.

Customer Service and Client Support

  • Works with executive management, transformation change leaders, and stakeholders to identify, evaluate, mitigate and minimize risks associated with process changes and systems development.

Experience in complex IT project management

EXAMPLES: Managing multiple projects concurrently; leading enterprise-wide change from multiple IT systems to an integrated IT architecture; Expertise in planning, executing, overseeing and reporting on IT projects; marketing, outreach, budget management for successful implementation of IT programs and initiatives; defining systems scope and objectives; collaborating with customers and stakeholders to develop requirements; and developing strategies to resolve project and technical issue

1.  Knowledge of IT systems and Project Management to lead the organization's efforts in developing technical solutions to support agency programs.

2.  Knowledge of Federal rules and regulations related to IT technology and cybersecurity.

3.  Knowledge of project management principles, methods and practices including ability to plan short and long range objectives, negotiate project commitments, prepare estimates and assign resources.

4.  Ability to develop project plans to implement short and long range goals in order to  meet project deadlines and resolve conflicts that may arise; and develop documents based on approved requirements.

5.  Ability to manage deliverables and work to verify they stay with scope coordinate project deviations; to determine corrective actions; and to coordinate and document revisions.

6.  Ability to lead multiple projects concurrently.

7.  Skill in identifying and understanding the business requirements of customer organizations.

8. Knowledge of software development practices and tools such as Structured Oriented Architecture (SOA), Microsoft Enterprise Patterns and Practices, Microsoft Visual Basic, Net, C#,XML, and JavaScript.

9.  Knowledge of the IT software lifecycle (design, requirements, development, production, maintenance).

10. Knowledge of cloud computing, including implementation of cloud-based application systems.

11.  Ability to communicate orally.

12.  Skill in developing written products that convey instructions and technical information to a variety of audiences.
