This position is located in the Department of Health and Human Services, Food and Drug Administration, Center for Veterinary Medicine (CVM), Office of Research (OR), Laurel, Maryland. The employee serves as the technical writer-editor responsible for communicating politically sensitive or controversial technical or scientific materials, policies, and programs for such purposes as making public reports, articulating policy, explaining programs administered by the bureau or agency, reporting research results, and other comparable purposes.

This vacancy is also being announced concurrently with vacancy announcement HHS-FDA-CVM-MP-13-869817 under merit promotion procedures. • Serves as technical writer-editor for the Office of Research (OR).
• Assures the quality of the Office of Research entries in the online research tracking system.
• Writing for and assisting in the production of the OR Final Report for completed studies.
• Write, organize, and provide graphics/photographs for the OR Annual Report.
• Create content for the OR web pages.
• Serve as Office leader for compliance with Federal records management policies.

To qualify for this position at the GS-09 level, you must have:

At least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service that included performing writing and editing duties for internal documents associated with the publishing process, such as printed media, Internet publishing, design and layout, and the commercial printing process; the development, analysis and selection of appropriate information and presentation of information in a variety of formats; OR a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of the required experience and education for this grade level.

To qualify for this position at the GS-11 level, you must have:

At least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service that included performing writing and editing duties for internal and external documents associated with the publishing process, such as printed media, Internet publishing, design and layout, and the commercial printing process; the development, analysis and selection of appropriate information and presentation of information in a variety of formats; OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of the required experience and education for this grade level.

To qualify for this position at the GS-12 level, you must have:

At least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service that included performing writing and editing duties for internal and external documents associated with the publishing process, such as printed media, Internet publishing, design and layout, and the commercial printing process; the development, analysis and selection of appropriate information and presentation of information in a variety of format; and writing and editing to interpret research results to develop scientific or technical products.

NOTE: COMBINATION OF EDUCATION AND EXPERIENCE: An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

1. Conditions of Employment:

Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees.
