JOB SUMMARY:

Natural Resources Conservation Services provides leadership in a partnership effort to help conserve, maintain, and improve our natural resources and environment. www.nrcs.usda.gov

This is an Engineering Technician position assisting the Engineering Function within NRCS-New York due to an increase in Emergency Watershed Protection (EWP) work.  The positions are on a temporary basis and not all positions have to be filled; employment is under excepted service and does not constitute competitive service employment.  The specific duty location will be determined based on candidates selected and the locations specified within this application process.  The four duty locations are Balston Spa, Binghamton, Highland and Walton, New York.  The ability to work within the target area will be a selection factor for this job opportunity. 

Employee serves as a Engineering Tech (Civil) and is responsible to design engineering practices, prepare engineering drawings, compute quantities, prepare cost estimates as assigned and assist Engineers and Field Office personnel in the application of sound engineering practices.  Engineer Tech ensures safety and health precautions are adhered to including reporting safety hazards, wearing seatbelts in automobiles and participating in emergency evacuation drills.

Provides on-site technical assistance and training to field office personnel in the installation of a variety of conservation practices that may include parallel terraces, ponds, waterways, irrigation systems, agricultural waste management systems, grass-based rotations, pasture planting, and forestry practices. Determines need and feasibility of practices as needed.

 

Where usual practices are not feasible because of physical conditions, recommends alternative practices.

 

Designs conservation practices and construction of all types of conservation practices.

Provides technical assistance to other agencies, such as, the Forestry Commission, Extension Service, Farm Service Agency, etc., on soil conservation practices. 

Performs construction inspections on simple and complex structures for conservation systems. Trains conservation contractors in proper construction of practices according to requirements in specifications.


Performs drafting and other graphical work on a computer-aided drafting system.

 

Based on field evaluations, determines the type, scope and intensity of field investigations and surveys needed.

 

Directs collection of field data and assures adequacy of collected data. Sees that procedures and products conform to current service policy and standards.

 

Designs and supervises the design of complete engineering practices and structures involved in the programs such as CO-OI, PL-566, Farm Bill, and RC&D programs.  Prepares job sheets and designs according to current policy. Prepares as-built plans. Guides field office personnel in developing designs including provision of training. Requests assistance of the engineering staff on complex design problems. Applies software in the development of design packages.

 

Assembles complete packages of drawings and specifications for jobs. Prepares engineering cost estimates and construction performance time estimates. Completes payment requests and referrals pertaining to work completed for cost sharing.

 

Performs other duties as assigned.

To Qualify:

For GS-08:  You must have at least one year of full time experience (equivalent to the GS-7 level in the federal service) performing a variety of assignments with direction from the engineer in charge or a senior technician including: performing equipment tests; compiling, computing, plotting, and checking a variety of data for construction projects (e.g., earthen dams, ag waste management systems, etc.); and using CADD to prepare sketches, drawings, diagrams and charts for excavation, embankment, structures, triangulation, profiles and traverses, etc., assisting field engineering staff in staking out work and to facilitate computation or quantities,

For GS-09:  You must have at least one year of full time experience (equivalent to the GS-8 level in the federal service) independently performing a substantial variety of complex projects including: performing tests on equipment; compiling, computing, plotting, and checking a full range of data for construction projects (earthen dams, ag waste management systems, filter strips, water and sediment control basins, rock riprap slope protections etc.); using advanced skills in CADD and standard techniques to prepare sketches, drawings, diagrams, charts and all other design work for a all phases of projects such as, excavation, embankment, structures, triangulation, profiles and traverses, etc; assisting field engineering staff in staking out work and to facilitate computation or quantities, duties likely would include providing technical oversight and training for other technical staff members,

OR

have a Bachelor's degree in engineering or a closely related field and have also completed a Masters degree or 36 semester hours of coursework leading to a Masters degree.
