This recruitment will be used to fill seasonal appointments.  These appointments are not to exceed 1039 hours in a twelve month period, although positions may be terminated sooner or extended depending on management needs.

THIS ANNOUNCEMENT WILL COVER TWO DIFFERENT AREAS LOCATED WITHIN THE GLEN CANYON NATIONAL RECREATION AREA:  Wahweap & Bullfrog.

AREA INFORMATION AND HOUSING INFORMATION:

Page Arizona is located on the Arizona-Utah border, 135 miles north of Flagstaff, Arizona, the nearest larger community. Page looks out on beautiful Lake Powell which offers boating, associated water sports recreation and fishing.   The surrounding land of the Glen Canyon National Recreation Area offers beautiful red rock country for hiking and backcountry recreational activity.   Page is centrally located to many other National Parks, such as the Grand Canyon, Zion, Arches and Canyonlands to name a few.   Page offers normal community amenities such as shopping, medical and dental facilities, schools K-12 and college courses available through local Coconino Community College. The area enjoys typical high desert climate with temperatures ranging from 100+ in summer to mid-teens in winter with low humidity and sunshine most days of the year. Elevation in Page is 4300 feet above sea level. Home purchases and rentals are available in the area.

BULLFROG, UTAH is a small, remote, in-park community of approximately 300 residents during the summer and about 100 residents in the winter. Amenities include a marina, marina store and gas docks, seasonal lodge and restaurant, gas station/convenience store and garage, and urgent care clinic, and a K-12 school. Teacher/student ratio is 1 teacher per 2-5 students. Full service communities are in Blanding, Utah (90 miles) and Monticello, Utah (115 miles) which has a small hospital and dentists. Major services are available in Cortez, Durango, and Grand Junction, Colorado, or Page, Arizona, all 3 to 5 hours away via all weather highways. The Bullfrog Sub-District encompasses beautiful red-rock canyon country. Bullfrog is the main access point to Lake Powell in the uplake District and visitation is heavy in the summer. Summer temperatures run to the low 100's and winter temperatures are in the 30's with sunshine most days of the year. Recreation runs the spectrum of outdoor activities with backpacking, canyoneering, skiing (water and snow), boating, whitewater sports, hunting and fishing all within a few hours' drive and some within walking distance of the housing area. WAHWEAP MARINA

Three miles north of Page, AZ on Highway 89 is the south entrance and eight miles south of Big Water Utah is the north entrance to the Wahweap district of Glen Canyon NRA. In-park shuttle service is available at Wahweap.

There is no housing available at Wahweap.

The incumbent's works in the Buildings and Utilities section under the immediate supervision of the Building & Utilities Maintenance Supervisor at Glen Canyon National Recreation Area. Incumbent operates various types and sizes of trucks, such as sewage pumper truck, dump trucks, flatbeds, trucks 22,000 pounds or more on State and Federal roads and grounds. Backs up and drives the vehicles in traffic, over uneven terrain, steep, curvy roads, and grounds. Directs and assists in loading and unloading cargo, checks to see that loads are properly distributed, secured, and within maximum weight and height capacities.

Check fuel, lights, tires and safety equipment before operating vehicles. Performs preventive maintenance and makes minor repairs and adjustments on vehicles when necessary. Incumbent observes all traffic & safety laws, rules, and regulations of the employing agency & the State in which driving. Completes various reports such as, accomplishment reports, fuel servicing, travel report, vehicle maintenance & repair and in case of an accident will complete the driver's accident report.

PHYSICAL DEMANDS: The work is sedentary for long period of time while operating vehicles, equipment, or traveling long distances. Standing for long periods of time, walking, bending, kneeling, stretching, climbing, crawling, pushing, pulling, and lifting variety of tools and equipment at times up to 75 pounds is required.

WORK ENVIRONMENT:  Work is performed mainly outdoors, exposure to extreme temperatures, rain, wind, and direct sunlight. Some work is performed indoors, could be working in confined spaces and may be exposed to fuels, grease, oils and other lubricants. Works with and around power driven tools and hand tools.

Requirements

1.National Park Service (NPS) uniformed position. Employee will be required to wear a uniform and comply with NPS uniform standards. A uniform allowance will be provided to defray the cost of the uniform.

2. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State drivers license.  

HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position.

 

  • Ability to do the work of a Motor Vehicle Operator without more than normal supervision.
  • Dexterity and Safety
  • Ability to perform solo work duties without more than normal direction.

Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:
Category Group I (Best Qualified) - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position.  
Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job.
Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all of the requirements of the job.

VETERANS PREFERENCE: Veterans Preference applies to category rating. Within each quality category, veteran's preference eligibles are listed first, including CP, CPS, XP, and TP. In addition, veterans who have a 10% or more service-connected compensable disability (CP or CPS) are placed at the top of the highest quality category (except in the case of scientific or professional positions at the GS-9 level or above or if they fail to meet positive education requirements, training, selective placement factor, etc.). Applicants referred are listed on the selection certificate alphabetically (veteran's preference eligibles before non-veterans) without scores.
