Tour of Duty: Normally Monday - Friday, 8 a.m. - 4:30 p.m., although some evening hours and week-ends may be required.

The incumbent will be assigned to the Outreach to Veterans in Colleges and Universities Project, which is one of five projects funded in the United States by the Office of Mental Health Services to provide a variety of activities related to Veteran's Outreach on college and university campuses, with full-time location within the Student Veteran Association Center on the University of Texas at Austin campus. Incumbent must have experience providing clinical services to veterans and demonstrate understanding of the military experience and military culture. Must have experience in working with veterans who have experienced combat deployment(s) and will have experience and training in working with veterans with trauma based disorders. Provides Telemental health Services between Veterans located on the University Campus and VA facilities. Assists in the recruitment and training of Peer Support Specialists. Collaborates with the University Counseling Center to provide consultation and psycho-educational training. Participates in an ongoing Needs Assessment Study and will work with the Dean of Students' Office to address these needs. Works with VA staff to coordinate and provide enhanced services to Student Veterans on the University Campus. Oversees the coordination and distribution of material listing the myriad of resources available. Participates in the peer review process. Complies with national and local performance measures. Complies with all CPRS and University Counseling Center documentation procedures. Attends and participates in administrative and informational meetings, Psychology Service staff meetings, Medical Staff meetings, and MH&BM staff meetings. Provides Clinical Supervision and instruction for Psychology interns as assigned. Takes into consideration age-related differences of the various veteran populations served. Protects printed and electronic files containing sensitive data. Uses work processing software. Uses the Veterans Health Information and Technology Architecture (VistA) to access information in the Medical Center Computer System. Effectively communicates with and utilizes other disciplines (e.g., nursing, medicine) to facilitate treatment planning and implementation. Incumbent anticipates and avoids potential causes of conflict and actively promotes cooperation among co-workers. Willingly accepts additional and special assignments that are necessary to meet program goals or customer needs.

 

This position can also be filled as a social worker.  Only one position will be filled.

BASIC REQUIREMENTS:   

 a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. Education

(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

AND

(2) Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

(c) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

Exception. The Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed. Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment.

(d) Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration must be removed from the occupation, which may also result in termination of employment. For occupations which require an active credential (licensure/certification/registration) at all grade levels, at the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. For occupations which require an active credential (licensure/certification/registration) in assignments above the full-performance level only, at the discretion of the appointing official, an employee may remain at an appropriate lower grade level in the occupation when both of the following apply: the credential is not a requirement and a placement opportunity exists.”

(e) Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation.  All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.  Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

(f) Physical Requirements. No special physical demands are required for this position. Employee frequently carry light items such paper files, records, etc. The work is primaly performed while sitting though some work may required periods of standing.  See VA Directive and Handbook 5019.

(g) English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.

GRADE DETERMINATIONS:

GS-11: Experience. None beyond the basic requirements.

GS-12: Experience. In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level.

GS-13: Licensure and Experience.

(1) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

(2) Experience. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level.
