The Department of the Interior, Office of Inspector General (OIG) is an independent office within the Department of Interior (DOI) whose mission is to promote excellence, integrity, and accountability throughout DOI. The OIG conducts investigations, evaluations, and audits in order to enhance effectiveness and efficiency and to prevent and detect waste, fraud, and mismanagement in DOI programs and operations.
This position is located in the Department of the Interior (DOI), Office of Inspector General (OlG), Office of Assistant Inspector General for Investigations (OI). The Office of Investigations manages, supervises, coordinates, and conducts investigations relating to DOI programs and operations, including, but not limited to, investigations of fraud, waste, abuse and mismanagement in such programs and operations and actual or suspected criminal activity or other wrongdoing by DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. The incumbent of this position serves as a Criminal Investigator responsible for conducting criminal investigations of various DOI program areas, and/or participating in extremely sensitive investigations and program reviews in support of the unit's mission.

The incumbent conducts criminal, civil, and/or administrative investigations, develops general investigative strategies and tactics, and assists field offices in coordinating multi-discipline investigative teams of Federal, state and local law enforcement personnel, supported by senior DOI and OIG audit staff and DOI program officials in order to resolve complex national investigative issues. Makes recommendations through the AIGI/DAIGI, concerning appropriate changes in Departmental procedures, practices and/or regulations, which may be susceptible to fraud, waste, abuse or mismanagement.
The incumbent provides oral and written presentations or briefings to the Inspector General, General Counsel, AIGI/DAIGI, Assistant Inspector General for Audits and other senior OIG and DOI officials, as needed, on the status of investigations and significant developments in cases which present special problems or concerns to the OIG and DOI. Provides counsel and assistance to DOI and external clients in matters of fraud detection and prevention and provides direct input in the development of annual strategic plans and performance plan measures.
He/she performs complex and time sensitive special projects and analyses, as assigned. Coordinates, compiles, and prepares information to be used in the preparation of the Semiannual and other reports to Congress, OMB as well as other internal and external reports required by the IG Act, DOI, and Federal regulations. Incumbent shall assume a proactive posture with respect to case identification and development and prompt attention to requests for investigative support of national projects and initiatives. The incumbent ensures that casework reflects investigative sufficiency and that reports adhere to all PCIE, OI, and OIG policies and procedures.

Applicants must have 1 year of specialized experience equivalent to the GS-12 grade level. This experience includes activities such as: conducting investigations that are primarily criminal in nature; effecting search warrants, coordinating all activities with senior investigators to ensure that activities do not jeopardize the potential for successful criminal investigations; and evaluating findings, trends, and patterns in audits, reports, and reviews.
Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

- Knowledge gained as a law enforcement officer and/or criminal investigator to conduct complex investigations and effect search warrants.
- Knowledge of legal procedures applicable to Federal law enforcement operations to conduct fact-finding and preliminary analysis to identify issues involved and evidence needed.
- Ability to obtain and secure evidence in accordance with jurisdictional guidelines to affect arrests, issue search warrants and to explain routine procedures.
Ability to work independently and in a team environment to plan and conduct investigations in collaboration with other government agency counterparts.
Ability to present sensitive and controversial findings and recommendations to supervisor and senior management.
Skill in writing a wide variety of reports, information papers, briefing materials, studies, briefings, and other documents to provide advice, technical expertise, and recommendations.
