JOB SUMMARY:

The United States Postal Service Office of Inspector General's (USPS OIG) mission is to provide reports to Postal Service Executives, the Board of Governors, and Congress to help the Postal Service maximize revenues (over $65 billion a year), minimize costs, and prevent and detect fraud, waste, abuse and mismanagement.

 

The USPS OIG is seeking a highly qualified applicant to fill our Analytics and Data Management Manager (Data Mining) position in the Strategic Planning and Analytics Team located in Arlington, VA. The successful candidate will be responsible for managing wide variety of information knowledge, and tools to develop, modify, and administer databases used to store and retrieve data to support the OIG analytics efforts.  This work often involves difficult and complex problems in the administration of databases, in the modification of data elements, retrieval, and reporting of information to customers from the databases, and insuring the security of data.

 

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

 

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $111,422 - $142,982. The salary figures include locality pay. 

 

Relocation expenses may be paid.

  • Provides leadership and management guidance and is responsible for coordinating, organizing, planning and evaluating work performed by the team.
  • Determine the appropriate technical tools, equipment, and software needed to maintain state-of-the-art data center capabilities available in Open Source, COTS, and GOTS tools.
  • Oversee the design, development and maintenance of a data warehouse and databases used to support analytics efforts.
  • Ensure compliance with data management standards. Recommend new or modified standards to increase efficiency.  Recommend performance enhancements such as increasing storage capacity or modifying interfaces.
  • Analyzes and defines data requirements and specifications.
  • Analyzes and plans for anticipated changes in data capacity requirements.

MINIMUM QUALIFICATIONS

 

You must meet ALL of the minimum qualifications listed below.

  •  Bachelor's degree from an accredited college or university

AND

  • At least six years of related professional experience

AND

  • Previous supervisory experience or project lead experience

  

 DESIRABLE QUALIFICATIONS

  • An advanced degree
  • Professional Certification, such as ITIL, FAC-COR, Project Management
