This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES for INTELLIGENCE SPECIALIST, GG-0132-13

-Assess current capabilities, new developments and ongoing trends in the capabilities, tactics, training, procedures (TTP), processing, exploitation and dissemination (PED) of the Air Force Distributed Common Ground System enterprise. 

-Plans the testing and integration of DCGS into USAFWC exercises and testing, as part of, and coordinated with National, Joint and combined ISR platforms and capabilities. 

-Participates in the testing of AF DCGS, ISR capabilities and TTP, and evaluates the results of this testing, as measured by the objectives and feedback of the USAFWC customers, or other designated customers.

-Complies with all security directives in classifying, handling, disseminating and transporting classified information.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Experience includes providing advice on, administering, supervising or performing work in the collection, processing, reporting, analysis, evaluation, interpretation, and dissemination of information and/or products on political, economic, social, cultural, physical, geographic, medical, scientific, or military conditions, trends, and forces in foreign areas which directly or indirectly affect national security. These positions require a basic knowledge and understanding of one or more of the Intelligence Community’s (IC) disciplines.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Knowledgeable of analytical techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects. 

2.  Knowledgeable of the functions and operations of intelligence, surveillance and reconnaissance and the national-level Intelligence Community, and of the process for planning, integrating and testing ISR capabilities.

3.  Knowledgeable of performing all-source intelligence research and analysis on the capabilities, tactics, training, employment, force structure, production, and technical capabilities of AF DCGS and other national ISR and agency capabilities.

4. Tact, maturity, diplomacy, and superior communication skills for normal duties and for regular contact with very senior government officials.

5. Ability to communicate succinctly and directly in oral and written (including electronic) presentations, adhering to length and quality constraints imposed by superiors.

6. Knowledge and skill in the application of Air Force, DoD and National Intelligence Community security regulations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 


 

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.     Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed.

2.    Drug Testing:  This position has been designated by the air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3.    Accredited 4-year degree desired in either public administrative field or substantive specialty likely to allow individual the ability to address varied aspects of job.

4.     Incumbent may be required to undergo a counterintelligence-scope polygraph examination.

5.    The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

6.    Work environment may dictate occasional work beyond normal duty hours and shift work.

7.    Thorough knowledge of DoD and Air Force security regulations.

8.     This position is in the excepted service authorized by the Title 10 U.S.C and covered by Defense Civilian Intelligence Management System (DCIPS). The employee must sign a Statement of Understanding prior to occupying a DCIPS position.

9.  DCGS background and assignment experience is highly desirable.
