JOB SUMMARY:

This position is located in the Human Resources Administration (HRA), Office of Resolution Management (ORM). This position serves as the Associate Deputy Assistant Secretary for Resolution Management (ADAS for RM) and reports to the Deputy Assistant Secretary for Resolution Management. The ADAS for RM provides day-to-day oversight of the operations of the ORM and performs specific assignments designed to achieve specific organizational and departmental goals and objectives. The position requires the effective and economical direction, control, and operation of the Office of Resolution Management.

 

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $119,554-$165,300. Exceptions to the salary cap may be considered in certain circumstances.

 

A recruitment/relocation incentive and/or Guaranteed Home Buyout may be authorized.

The Associate Deputy Assistant Secretary for Resolution Management provides day-to-day oversight of the operations of the ORM and performs specific assignments designed to achieve specific organizational and departmental goals and objectives. The responsibilities include, but are not limited to:

 

  • Provides leadership in administering the Department EEO discrimination complaint process.
  • Strategic planning, marketing, and leadership of subordinate senior managers including mentoring and keeping managers and employees motivated.
  • Provides leadership in promoting and administering the Department Alternative Dispute Resolution (ADR) and Workplace Conflict program.
  • Provides executive leadership over 6 field facilities through a network of approximately 230 employees full-time, part-time, outbased and contractual employees.
  • Makes decision on complex issues impacting the entire ORM organization and the Department.
  • Works with leaders of other VA organizations to resolve mutual problems in the organization and assess the impact of those problems on ORM' mission and those of related organizations.

B.  Technical Qualifications

 

1.  Extensive knowledge of and experience in exercising sound Equal Employment Opportunity (EEO) principles, concepts and practices, including knowledge of the complaint processing system and EEO goals and extensive experience in managing a complex, high-volume, and geographically dispersed service delivery network.

 

2.  Extensive knowledge of Alternative Dispute Resolution (ADR) principles, concepts and practices, including the Alternative Dispute Resolution Act of 1996 and Work-place ADR programs.
