As an Economist in the Policy, Research and Analysis Department you will:

 

GS-12

Conduct and support special reviews, studies and analyses of potential future outcomes for the financial condition of PBGC and the defined benefit pension system.

Participate in meetings with senior level PBGC officials, representatives of the Board of Directors, Congressional staff, representatives from Labor, Treasury and Commerce Departments, other Federal agencies, and members of the pension community to provide various economic and pension plan analyses, data and statistics.

Assist in developing a plan of organizing and integrating economic and statistical data from the varied sources. 

 

GS-13

Conduct and support special reviews, studies and analyses of potential future outcomes for the financial condition of PBGC and the defined pension system and of important economic, policy and legislative factors affecting those outcomes.

Participate in meetings with senior level PBGC officials, representatives of the Board of Directors, Congressional staff, representatives from Labor, Treasury and Commerce Departments, other Federal agencies, and members of the pension community to provide complex economic and pension plan analyses, data and statistics.

Assist in developing a complex plan of organizing and integrating economic and statistical data from the varied sources.

All Economist positions require the following by the closing date of the announcement:

 

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

 

                                               OR

 

B.  A combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

 

 

You may start at $74,872 if you possess the following in addition to the degree requirement above: 

 

GS-12

 

At least one year of specialized experience at or equivalent to the next lower grade level (GS-11) using current economic theory and statistical and econometric methods for conducting research and preparing analyses; developing  economic models; and organizing and integrating economic and statistical data from varied information sources (e.g., Federal Government, commercial sources and nonprofit organizations).

 

You may start at $89,033 if you possess the following in addition to the degree requirement above:

At least one year of specialized experience at or equivalent to the next lower grade level (GS-12) that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience includes experience in the use of current economic theory and statistical and econometric methods to analyze policy, legislative and regulatory issues (e.g. economic research studies and use of statistical software packages like SAS or Stata to conduct analysis) and experience in the use of large databases.               

 

 

HOW YOU WILL BE EVALUATED:

 Category Rating is being used for this position.  If you meet the basic qualification requirements, we will further evaluate your resume and cover letter to determine the quality and extent to which your background (experience, education, training, etc.) relates to the following knowledge, skills, and abilities (KSAs):

 

1) Skill and expertise in conducting and supporting applied economic and financial research, studies and analyses.


2) Skill in explaining complex economic analyses to audiences with varied backgrounds.


3) Ability to organize and integrate economic and statistical data sets.

Based on that evaluation, we will place you in one of the following categories- 1) Gold; 2) Silver; 3) Bronze.

If, after your application has been rated by the Subject Matter Expert, you are found to meet none of the KSAs listed above, you will be placed in the Bronze category.
The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent are listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Gold) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C 3317(b) or 3318(b) are satisfied.
