This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Health Communication and Education, Rockville, Maryland.

Incumbent will serve as the principal advisor to the Director on communication science, research and practice within the Office of Health Communication and Education (OCHE).  As a senior member of the management team, you will utilize and apply the most current behavioral and science-based research and evaluation techniques to research, interpret, analyze, and apply results to the development of goals and objectives for OHCE's communication and marketing programs and projects.  Provide strategic planning, coordination and quality assurance for all communication and marketing activities to assure the health information is accurately and appropriately represented to diverse constituencies and meets customer's needs.  Lead and organize the activities of the Communication Science team to balance workload of staff, provide advice and guidance on a wide range of health communication and administrative issues.

One year of specialized experience equivalent to at least the GS-14 level or equivalent band level of responsibility in the Federal service which has equipped you with the specific knowledge, skills and abilities to successfully perform in this position. Specialized experience includes leading staff on the utilization of scientific research and evaluation techniques to develop and evaluate evidence-based health communication and marketing programs to include strategic planning, message development, consumer marketing and branding, partnership development, materials development and distribution, and social marketing which will educate the American public about FDA's regulation of tobacco.   

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
