DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area data bases for the DoD.


DHRA is a dynamic organization involved in the implementation of reorganization, reform and restructuring within the Office of the USD (P&R). Currently DHRA is comprised of: DHRA Headquarters Staff, Defense Civilian Personnel Advisory Service (DCPAS), Defense Manpower Data Center (DMDC), Personnel and Readiness Information Management (P&RIM), Personnel Security Research Center (PERSEREC), Employer Support of the Guard and Reserve (ESGR), Office of the Actuary, Defense Advisory Committee on Women in the Services (DACOWITS), Federal Voting Assistance Program (FVAP), and Defense Travel Management Office (DTMO).

As a Program Analyst with Defense Human Resources Activity, Yellow Ribbon Reintegration Program (YRRP) you will be responsible for the following duties:


• Collect and analyze “lessons learned” and suggestions from the Reserve Components (RC) with existing or developing programs in coordination with the Center for excellence.
• Disseminate information, services, and products produced by the Center for Excellence and other resources to the field through Service’s Liaison Officers and contractors in the field.
• Develop resource data bases as required to support the Reserve Components (RC) and the Advisory Board.
• Ensure Reserve Components compliance with legislation, departmental guidance, directives and instructions in the implementation of the program.
• Serve as the Contract Officer Representative for Outreach Services to assist in the technical monitor and administration of contracts.

To qualify for a Program Analyst your resume must support:

Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and is directly in or related to this position.

To be creditable, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector.

Examples of creditable specialized experience include:

• Experience assisting in completing projects and studies which require analysis of interrelated issues of; effectiveness, efficiency, quality and/or productivity of programs of great importance to an agency mission.
• Experience with the Yellow Ribbon Reintegration Program (YRPP), and DoD administrative laws, policies, and regulations.
• Experience with Reserve components and their relationships with the National Guard.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
