Architect of the Capitol, Office of the Chief Operating Officer, Office of Planning and Project Management, Design Services Division, Architecture Branch.
Performs the full range of space planning work, following a multitude of steps in order to make a positive recommendation on space. Manages routine interior design projects for offices for Members of Congress, Congressional committee members/leadership and the Supreme Court. Responsible for providing technical direction of routine intra-agency interior design projects from inception to completion. Provides analysis of existing historical context and researches historical sources as required. Responsible for coordinating interior design issues involving space, layout, economy, physical, functional, psychological, fire/safety and related factors, selection of color schemes, architectural finish material and all furnishings. Produces space layout drawings utilizing industry standard Computer Aided Design and Drafting (CADD) software. As a Interior Design Specialist, prepares purchase specifications and justifications. Utilizes technical knowledge to evaluate and monitor quality levels of furnishings including items purchased through GSA and Federal Prison Industries to assure safe, functional and aesthetically satisfying working environments at realistic costs. Assists with monitoring suppliers, installation contractors and procurement personnel during all phases of projects. Furnishes routine advice on proposed substitutions during the procurement process. Monitors the project from design through construction to insure client satisfaction.

Provides advice and information on a wide-range of projects, including project status, progress, and/or problems to upper-level management. Typical clients include congressional members and staff associated therewith. Provides routine advice to outside consultants on projects that may have unique design requirements. Organizes, coordinates, and furnishes routine technical guidance to staff architects, engineers and consulting architects on assigned projects. Advises consultants on appropriateness of consultant design solutions. Coordinates with architects and engineers to insure compatibility of technical and aesthetic requirements. Performs a basic review of contracts for compliance with Architect of the Capitol (AOC) requirements regulations and standards and reports discrepancies to the supervisor. Stays familiar with current resources and pertinent technical developments. Utilizes the resource library including GSA Federal Schedules, manufacturers' samples and literature. Stays abreast of rapidly changing trends and concepts through research, trade journals meetings with manufacturers and vendors, periodic visits to trade markets and manufacturers' showrooms and participation in various design conferences and symposia. Assists with the AOC's liaison to the GSA Commodity Center and other government agencies to share information.

KNOWLEDGE, SKILLS, AND ABILITIES:

Experience communicating and writing effectively to prepare presentation materials and reports.

Ability to effectively plan, direct, and manage a variety of projects given limited time and resources.

Knowledge of policies, procedures, and standards associated with space planning, layout, and interior design.

Ability to produce interior architectural and space drawings utilizing industry standard CAD software.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: (1) Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. (2) Performing services relative to interior spaces, including programming, design analysis, space planning, and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. (3) Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. (4) Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. (5) Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
