(GS-11) Three academic years of graduate education. OR A doctoral or equivalent degree. OR All qualified candidates must have one year of specialized experience equivalent to the GS-09 level in federal service. Examples of specialized experience may include: serving as a contract specialist responsible involving the solicitation, analysis of firm fixed-price or similar contracts, and evaluation of contractor, bids and vendor proposals in the procurement of complex supplies, equipment and services; OR comparable experience. Combination of education and experience. (GS-12) All qualified candidates must have one year of specialized experience equivalent to the GS-11 level in federal service. Examples of specialized experience may include: serving as a contract specialist responsible reviewing and administering contracts, and planning and conducting contract price/cost analyses of a variety of pre-award and/or post-award procurement actions to determine cost effectiveness and compliance with legal and regulatory requirements; OR comparable experience.
APPLICANTS MUST MEET QUALIFICATIONS REQUIREMENTS BY THE CLOSING DATE OF THIS VACANCY ANNOUNCEMENT INCLUDING TIME IN GRADE (IF APPLICABLE). TIME IN GRADE IS ONE YEAR AT THE NEXT LOWER GRADE LEVEL.
Basic Requirements for GS-5 through GS-12 A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
To perform successfully the duties of this position, applicants are expected to possess the Knowledge, Skills and Abilities (KSAs) listed below. Your answers to the on-line experience questions will serve as responses to the KSAs.
1. Knowledge of principles, policies and practices relating to procurement activities.
2. Knowledge of price/cost analysis techniques such as learning curve analysis and cost estimating relationships.
3. Knowledge of a wide range of contract types, methods, and techniques, including cost and incentive contracting and award fees.
