This position is located in the Agency for Healthcare Research and Quality (AHRQ), Center for Delivery, Organization, and Markets (CDOM).  AHRQ is the lead federal agency charged with improving the quality, safety, efficiency, and effectiveness of health care for all Americans.  AHRQ conducts and supports health research that will improve the quality of health care and promote evidence-based decision-making.

The CDOM provides a locus of expertise and leadership for research on health care markets, delivery systems, and organizations.  The center is comprised of an interdisciplinary staff that identifies emerging research needs, manage portfolios of research grants and contracts, conduct and publish peer-reviewed research, and develop databases and software tools that can be used with the databases.

This position is located in CDOM’s Public Reporting, Payment, and Community Quality Collaboratives team, which develops evidence on these and related topics.  The team partners with major stakeholders to use this evidence to develop tools to facilitate and improve consumer engagement and behavior, consumer decision-making, transparency, and provider performance.  The team is responsible for a broad range of initiatives, including:

·         An innovative desktop software tool that enables state and local organizations and health care systems to create a website using their own hospital discharge data and publically available inpatient/survey measures for public reporting of quality.  For more information, please visit: http://www.monahrq.ahrq.gov/.

·         Community-based organizations or collaborative of multiple health care and consumer stakeholders working together to transform health care at the local level by measuring and publishing quality and price information to enable consumers to make better decisions about their care and to promote quality and efficiency of care.

·         The science of public reporting health care measures initiative, which informs the development of a health care system in which consumers have ready access to reports that allow meaningful comparison of providers based on measures of quality and resource use.

No previous federal experience is required.  This is an Excepted Service position under Title 42.  This appointment does not confer any entitlement to a position in the competitive service and has no entitlement to Merit Systems Protection Board (MSPB) appeal rights.

Major Duties:

·         Assume primary role in collaborating with interdisciplinary staff to conceptualize and implement the multi-year strategic plan for My Own Network Powered by AHRQ (MONARHQ) initiative.

o   Provide leadership within the Public Reporting, Payment, and Community Quality Collaboratives team to identify potential innovations to MONAHRQ based on new findings, on methods of reporting and quality measurement.

o   Organize multiple efforts to ensure the timely expansion and development of MONARHQ that responds to user and internal AHRQ needs.

o   Collaborate with and provide expert consultation to the staff managing the MONAHRQ contract; serve as lead overseeing major tasks.

·         Participate in the inter-agency Users Group of the Science of Public Reporting Initiative.

·         Interact with individuals outside AHRQ to obtain input for strategic planning and to develop specific plans for further development of consumer engagement/behavior initiatives including tools to facilitate consumer decision-making.

·         Coordinate with other federal, state, and local public and private reporting initiatives.

·         Provide expertise and guidance on identifying innovations in methods of reporting quality measures.  Synthesize high-tech in public reporting, keeps informed of developments and analyzes information to identify critical issues, and emerging concerns.

·         Coordinate with other federal, state, and local public reporting initiatives.

·         Conduct presentations at professional conferences and webinars.

Basic Qualifications for AD-601:  Applicants must possess a successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major study in an academic field related to health sciences or allied sciences appropriate to the work of the position.

 

Additional Qualifications 

(Career civil service equivalent GS-14)  In addition to the basic qualifications requirement, a Ph.D. or other earned equivalent doctorate degree is required plus four (4) years appropriate post-doctoral health/research experience.

In addition to education requirements, the following experience is desirable:

·         An in-depth knowledge of, and work experience in public reporting and/or quality measurement,

·         In-depth knowledge of, and/or work experience in consumer engagement/behavior,

·         Experience managing large, multi-faceted research and/or software development projects,

·         Experience coordinating and communicating with stakeholders at the federal, state and local levels,

·         Experience with strategic planning and collaborating to identify goals and achieve strategic outcomes,

·         Experience with federal contracts,

·         Capacity to work in a team-oriented environment, and

·         Strong demonstrated written and verbal communication skills.
