You must have one year Specialized Experience equivalent to the GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience required for this position is:
- Providing a wide range of in-depth employee and labor relations concepts, practices, laws, and regulatory requirements to provide broad expertise in advising senior management on complex and contentious issues
- Resolving disputed facts, including those that require credibility determinations
- Planning, organizing, developing studies or projects and to negotiate effectively with management
Specifically you will be evaluated on the following competencies:
- Knowledge of human resources principles, statute, case law and related regulations
- Ability to research, analyze and evaluate employee relations and labor issues and recommends methods to resolve or make improvement
- Ability to communicate complex and potentially controversial issues orally and in writing
