The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States. ORA also develops FDA-wide policy on compliance and enforcement.

Who May Apply: This vacancy is open to current permanent (career/career-conditional appointments) employees of the Food and Drug Administration (FDA) ONLY.  Current FDA employees serving under a Schedule-A appointment are eligible for consideration. LOCATION:  This position is located in the Food and Drug Administration, Office of Global Regulatory Operations and Policy, Office of Regulatory Affairs, Office of Policy and Risk Management, Division of Planning Evaluation and Management, Work Planning Branch located in Rockville, Maryland.

TYPE OF POSITION:  This position is being filled on a full-time, permanent basis.

SUPERVISORY PROBATION:  First time supervisors/managers are required to serve a one year supervisory/managerial probationary period.

PROMOTION POTENTIAL:  This is not a career-ladder position; GS-14 is the full performance level.

The incumbent serves as a first level supervisor in the Work Planning Branch of the Division of Planning, Evaluation and Management, Office of Policy and Risk Management, Office of Regulatory Affairs (ORA), Office of Global Regulatory Operations and Policy (OGROP).  Major duties include:

  • Serves as an advisor to ORA and Agency managers and their staffs, in the planning, development, presentation, and evaluation of complex work planning and budget issues.
  • Develops procedures for the performance of all evaluation and work plan functions, for assigned field-wide programs, of considerable complexity in terms of the number of factors that must be considered in carrying out program evaluation. 
  • Provides organization and management studies conducted by the staff.
  • Serves as a resource on program analysis issues, maintains information on new programs, studies, regulations, policy statements, and proposed or enacted legislation involving or affecting field operations and managers.
  • Explains field resource allocation process, work plan development and plan implementation to visitors, Center managers, and oversight officials.
  • Makes recommendations to the ORA managers regarding data requirements for monitoring and analyzing planning and workforce management activities.
  • Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal Performance Plan Development, Monitoring and Appraisal system.
  • Performs the administrative and personnel management functions relative to staff supervised.

In addition to meeting the educational requirements, applicants must meet all qualification requirements by the closing date of this vacancy announcement:
GS-14: one year of specialized experience at least equivalent to the GS-13 level in the Federal Service.

SPECIALIZED EXPERIENCE: is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes thorough knowledge, skills and abilities to evaluate data and evidence and assess policy and regulatory issues; exercise judgment to interpret and implement existing laws, regulations, and guidance; perform supervisory role and familiarity with administrative policies, procedures, regulations; knowledge of strategic initiatives and programs, principles and practices of the Agency necessary to serve as an expert in leading and improving Office-wide program effectiveness and function. 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

TIME-IN-GRADE REQUIREMENT: In addition to the specialized experience requirement, applicants must meet the following time-in-grade requirement within 30 days of the closing date of this announcement.

GS-14: Applicants must have 52 weeks at the GS-13 or higher.

To qualify, applicants must have successfully completed one of the following:

For Consumer Safety Officer, GS-0696:

A.  Degree:  which includes at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, or related scientific fields that provide knowledge directly related to consumer safety officer work.  The 30 semester hours can include up to 8 semester hours in statistics or course work that includes principles, theory, or practical application of computers or computer programming; OR                                                                                        
B.
 Combination of education and experience: courses consisting of at least 30 semester hours in the fields of study as described in "A" above, plus appropriate experience or additional education.  The quality of the combination of education and experience must be sufficient to demonstrate possession of knowledge directly related to consumer safety officer work and is comparable to that normally acquired through the successful completion of a full four year course of study with a major in the appropriate fields.

Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
