This position is located in the Export Finance Group, Trade Finance Division. The Trade Finance Division is responsible for maintaining relationships with the Bank’s corporate and financial institution customers and for underwriting Ex-Im’s short-term single buyer, medium-term insurance, and medium and long-term loan and guarantee programs, which include sovereign, tied aid, and financial institution risks, bank guarantees, and insurance buyer and supplier credits. Duties include, but are not limited to:

  • Undertaking application review and performing financial and risk analysis to determine whether there is reasonable assurance of repayment for a transaction;
  • Collaborating with Treasurer Controller, Policy, Engineering and other divisions necessary to price the loan, evaluate repayment term and arrive at a decision which is fully compliant with loan guarantee policies and procedures;
  • Maintaining electronic loan guarantee records from the application stage to final decision;
  • Monitoring transaction developments, participating in restructuring financing, and recommending adjustments to terms and conditions as necessary prior to the transaction becoming operative;
  • Monitoring political and economic developments in assigned countries and sectors, particularly as they relate to an individual borrower’s operating environment;
  • Preparing updates to management on relevant case and country developments, and;
  • Performing other duties as assigned.

Individual Occupational Requirement

EDUCATION

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, international/government affairs, mathematics, law, statistics, or other fields related to the position.

OR

EXPERIENCE

Experience that demonstrated competence in commercial, trade finance, infrastructure, limited recourse project finance, or other types of loans. Experience may have been gained in such work as reviewing and underwriting applications for commercial bank or federal loans; servicing a loan portfolio of a bank or other loan or investment association; performing financial analysis of commercial concerns for investment or restructuring purposes; appraising financial investments to determine credit, valuation and recovery prospects; or similar work.

Specialized Experience

GS-12: To qualify for the GS-12 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-11. Specialized experience includes financial statement analysis; reviewing and underwriting applications for commercial bank or federal loan guarantee programs, servicing a commercial loan portfolio of at least $10 million, performing financial and risk analysis of corporate and commercial bank loans, drafting credit memoranda, presenting recommendations to decision makers, writing analytical reports and correspondence on a variety of credit, financial and economic issues.

Desired experience includes demonstrated competence in international commercial lending, trade finance mechanisms, infrastructure or limited recourse project financing for at least 2 consecutive years within the last 10 year period.

GS-13: To qualify for the GS-13 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-12. Specialized experience includes financial statement analysis; reviewing and underwriting applications for commercial bank or federal loan guarantee programs, servicing a commercial loan portfolio of at least $20 million, performing financial and risk analysis of corporate and commercial bank loans, writing complete and accurate credit memoranda, presenting recommendations to decision makers, writing analytical reports and correspondence on a variety of credit, financial and economic issues. Experience with Ex-Im Bank or other commercial loan and guarantee systems.

Desired experience includes demonstrated competence in international commercial lending, trade finance mechanisms, infrastructure or limited recourse project financing for at least 3 consecutive years within the last 7 year period.
