This position is ideal for an expert in contract administration looking for an opportunity to perform a full range of the contracting process for a moderately large number of acquisitions for assigned Federal Emergency Management (FEMA) program offices.  This position starts at a salary of $81,460 (GS-12).  Apply for this exciting opportunity to become a member of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Regional Offices, Region 9, Mission Support Division in Oakland, CA.

This is a TERM position, not to exceed 4 years.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position, you will become a key member of the Administrative Service Branch.  Typical assignments include:

  • Developing plans for acquisition and preparing solicitation packages;
  • Formulating proposal evaluation criteria for approval of the source determining authority and providing assistance to the technical evaluation panel or source evaluation board;
  • Negotiating the full range of the division contracts and contract terms;
  • Administering the full range of division contracts after being awarded;
  • Closing out contracts after final completion or termination.

BASIC REQUIREMENT: You must meet one of the following:

1. A 4-year course of study leading to a bachelor's degree with a major in any field; OR

2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR

3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

 

In addition to the Basic Requirement, you must meet specialized experience requirement. Specialized experience is described as experience in a position requiring contract planning, negotiation, award, administration, and closeout of contract activities and negotiating techniques to develop strategies, complete acquisitions, or direct post-award negotiations involving contract changes or modifications that is equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service.

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Although this position does not have an education requirement, you must meet the Basic Requirement described under Qualifications. Proof of successful completion of required course work MUST be submitted with your application in order to determine if you meet the basic qualification requirements for this position.  Without this proof, your application will be rated ineligible.  You must provide a copy of your school/college transcripts or a list of course title, credit hours, and grade.

1. Knowledge of contracting and procurement policies and regulations, including performance-based acquisition.

2. Knowledge of all phases of the procurement process (i.e., planning, solicitation, negotiation, pricing, administration, and termination). 

3. Knowledge of commercial business and industry practices and market considerations, including various commodity areas, i.e., services supplies, equipment, IT and construction.

4. Skill in analyzing procurement situations, proposals, and market conditions.

5. Ability to communicate, both orally and in writing to represent and defend the organization's interest.
