JOB SUMMARY:

Stars and Stripes has reported first-hand on military conflicts since the Civil War and continuously since World War II by reporting information and news of interest and value. We offer the military community a choice of media to assure access by service members, their families, veteran's civilian employees, and other interested readers. Our news gathering and publishing activities are guided by the principles of a free press and are free of any and all outside control.

Stars and Stripes is a media organization for the US Military community.  Editorially independent of interference from outside its editorial chain of command, Stars and Stripes provides US and world news and objectives, staff-produced articles relevant to the military community in a balanced, fair and accurate manner.

Serves as the Web Development Manager planning and carrying out routine and complex assignments; develops new methods, approaches, and procedures.  Provides advice and guidance to managers and customers on the most appropriate methods for delivering information via the Internet and other digital technologies. Provided Internet services that optimize customer experiences.  Create Web sites that enable users to access information. Acts in  compliance with laws, regulations, and policies.  Provides support in a manner that minimizes interruptions in customers' ability to carry out critical business activities.  Prepares and presents reports and briefings.  Represents the organization in interactions with other organizations.  Provides technical leadership on group projects.  Serves as subject matter expert in the specialty.  Applies information security and information assurance policy, principles, and practices.  

  • Leads the programming and web development of company CMS using Java, velocity templates and Eclipse
  • Researches the latest presentation layer technologies, UX concepts and best practices, online trends and provides recommendations back to management. 
  • Participates in reviews of wireframes and Photoshop mock-ups and evaluate the best approach for front-end web development.
  • Develops custom, dynamic user experience using JavaScript libraries, jQuery and Ajax.
  • Participates in development of best-practices, shared standardized code libraries and written documentation of all systems, tools and processes.
  • Manages one direct report and has some cross-functional oversight of other developers.

Experience, education and/or specialized training sufficient to demonstrate IT knowledge and skill in:
- A wide variety of Internet technologies, operating systems, protocols and equipment used to provide Internet services; - Internet security principles and protocols;
- Programming and script languages; and
- Accessibility factors and standards.

HIGHLY QUALIFIED:

Experience, education and/or specialized training sufficient to demonstrate knowledge and skill in:

  • A wide variety of Internet technologies, operating systems, protocols and equipment used to provide Internet services;
  • Internet security principles and protocols;
  • Web programming and script languages; and
  • Accessibly factors and standards.
  • 3+ years developing advanced Internet UIs with solid background in and use of Java and PHP.

 

PREFERRED QUALIFICATIONS:

Experience, education and/or specialized training sufficient to demonstrate knowledge and skill in:

  • HTML5 and CSS, Ajax and JavaScript frameworks (e.g. Prototype, YUI, jQuery, etc).
  • User interface principles, including intuitive navigation schemes, accessibility, and usability.
  • Working with dynamic, template driven applications (e.g. JSP, PHP).
  • Web standards and usability best practices.
  • Good organization, creative and analytical skills
  • Strong analytical, problem-solving and time-estimating skills with an interest in optimizing ongoing processes.
  • Strong communication skills, both verbal and written, with the ability to effectively participate in the product development and project management processes.
  • Developing presentation layer code that consumes XML and Web Services.
  • Developing with HTML5 and CSS3 specifications.
  • Familiarity with SEO and accessibility best practices.
  • Familiarity with social media APIs (Facebook, Twitter, etc.).


Conditions of employment:

 

1. A one-year probationary period may be required upon selection.
